Nampa Highway District No. 1 is seeking a motivated and experienced Engineering Project Manager / Supervisor to lead transportation and infrastructure projects while supervising Engineering Department staff. This leadership role is responsible for managing roadway, bridge, drainage, traffic safety, signage, and capital improvement projects from planning through construction and completion.
The ideal candidate will bring strong project management experience, technical knowledge, leadership skills, and the ability to coordinate effectively with internal road crews, contractors, consultants, and public agencies.
Position OverviewUnder the direction of the District Engineer, this position manages public infrastructure and transportation projects while providing day-to-day supervision of Engineering Department operations and personnel. The Engineering Project Manager / Supervisor ensures projects are delivered safely, efficiently, on schedule, within budget, and in compliance with applicable standards and regulations.
- Manage all phases of transportation and public infrastructure projects, including planning, design, bidding, construction, inspection, and project closeout.
- Develop and oversee project scopes, schedules, budgets, and timelines.
- Coordinate project delivery with internal district road crews, contractors, consultants, utility providers, and regulatory agencies.
- Review engineering plans, specifications, estimates, and contract documents for quality and compliance.
- Conduct field visits and monitor project progress, safety, quality, and performance.
- Supervise Engineering Department personnel, including assigning work, mentoring staff, performance management, and supporting employee development.
- Assist with departmental planning, budgeting, staffing, and operational improvements.
- Support contract administration, change orders, project documentation, and contractor payment review.
- Participate in public outreach, stakeholder coordination, and project communication efforts.
This position involves both office and field work, including travel to active construction sites and exposure to varying weather conditions, traffic, heavy equipment, and uneven terrain.
Minimum Qualifications Education & Experience- Bachelor’s degree in Civil Engineering, Construction Management, Project Management, Engineering Technology, Public Administration, or a related field; equivalent combinations of education and experience may be considered.
- Minimum of five (5) years of progressively responsible experience in transportation, roadway, public works, construction, or infrastructure project management.
- Supervisory or leadership experience preferred.
- Experience coordinating internal construction crews and external contractors strongly preferred.
- Public‑sector project delivery and contract administration experience preferred.
- Valid driver’s license with an acceptable driving record.
- Professional Engineer (PE) license preferred, but not required.
- Project Management Professional (PMP) certification preferred.

- Strong knowledge of project management, transportation infrastructure, and construction practices.
- Leadership and supervisory abilities with strong organizational skills.
- Ability to interpret plans, specifications, contracts, and technical documents.
- Effective communication and relationship‑building skills with staff, contractors, agencies, elected officials, and the public.
- Ability to manage multiple priorities and deadlines in a fast‑paced environment.
- Ability to sit, stand, walk, bend, stoop, and traverse uneven terrain.
- Ability to inspect active construction sites in varying weather conditions.
- Ability to operate a motor vehicle and travel between job sites.
- Ability to review technical documents and work on a computer for extended periods.
- Ability to occasionally lift or carry up to 25 pounds.
- Ability to analyze technical information, solve problems, prioritize multiple projects, and make sound decisions under deadlines.
