The principal function of an employee in this class is to supervise, plan, review, and evaluate the domestic and irrigation work of Water Capital Maintenance Technicians in all aspects of the Water and Irrigation Division operation and maintenance to ensure compliance with all the established policies and procedures and Federal and State rules and regulations. The work is performed under the supervision and direction of the Water Assistant Superintendent, but considerable leeway is granted for the exercise of independent judgment and initiative.

The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Water Superintendent and Water Assistant Superintendent:
Capital-Maintenance, other City officials and employees, State and Federal regulatory agencies, vendors, contractors and developers, and the public. The principal duties of this class are performed in a public-view environment and on site at a variety of municipal and public lands with exposure to hazardous chemicals, airborne pathogens, electrical hazards, construction equipment, and adverse weather conditions.

• Plans, leads, and evaluates the work of assigned personnel, including interviews for new or vacant positions/selection of staff, monitoring work schedules, providing work direction when necessary, disciplining as required, managing conflict, terminating employees, and rewarding employee performance when appropriate; or makes recommendations about the change of status of other employees. Performs employee performance reviews.
• Installs and maintains domestic and non-domestic new water line installations including main line pipes, valves, meters, and distribution lines safely and efficiently and in compliance with City and Federal rules and regulations and ISPWC Standards. Maintains, replaces and services existing domestic and non-domestic water services and line installations in compliance with City, State, and Federal rules and regulations, including exercising valves according to a scheduled program.
• Performs emergency shutdown or repair work on all domestic and non-domestic water systems. Responds in a timely manner to emergency or flood calls to minimize water damage to public and private property while maintaining compliance with AWWA, State, and EPA standards to prevent contamination. Be available to take phone calls for emergency purposes.
• Installs and tests new construction meter sets as scheduled.
• Installs and maintains fire hydrants according to a scheduled program.
• Repairs water pumps as needed and performs preventative maintenance procedures; maintains and repairs hydraulic pumps and equipment, and vacuum excavator, and troubleshoots pump, electrical panel and motor problems as required.
• Perform basic landscaping and sprinkler repair operations to return job site to original condition.
• Collects and conducts tests on water samples and equipment in accordance with State and Federal procedures.
• Operates a variety of complex heavy, light, and motorized equipment, including backhoe, excavator, skid steer, vacuum excavator, hydraulic valve exerciser, tapping machines and other related equipment in accordance with licensing and safety standards, schedules vehicle and equipment maintenance.
• Works with Procurement Technician to order parts, tools, and equipment; and takes inventory and stocks all parts.
