Under the general supervision of the Sewer Director, the Engineering-Compliance Officer is responsible for review of plan documents, conducting sewer inspections, assisting the Director with employee credentialing compliance, development of plant compliance policies and ensuring sewer operations are in compliance with the rules and regulations of regulatory bodies.

Education and Experience

Any combination equivalent to a Bachelor’s Degree; three (3) years of experience in waste water management. Massachusetts registered PE, Professional Engineer or equivalent state registration with the ability to obtain MA Registration within 1 year, Massachusetts Wastewater Operators License Grade 6C Full status preferred or the ability to secure this license within two years of starting employment. A NEWEA voluntary Grade III Collections Operator License is required or the ability to obtain same.

A NEWA Voluntary Lab Analyst License is suggested. GIS experience preferred.

Special Requirements

Incumbent will be required to participate in the NIMS system and must obtain multiple NIMS certificates. Employee must possess a valid Class D Massachusetts Driver’s License and must remain active and in good standing during employment with the town.

Statement of Duties

The Engineering-Compliance Officer is responsible for review of plan documents, conducting sewer inspections, assisting the Director with employee credentialing compliance, development of plant compliance policies and ensuring sewer operations are in compliance with the rules and regulations of regulatory bodies.

Supervision Required

Under the general supervision of the Sewer Director, the employee becomes familiar with the work routine and uses initiative in carrying out recurring assignments with direction. Unusual situations are referred to the Sewer Director for advice and further instructions.

Supervisory Responsibility

The employee does not regularly supervise other Town employees. At the direction of the Sewer Director or in their absence, the Engineering-Compliance Officer may be required to supervise sewer department personnel.

Confidentiality

The employee has regular access to department records in accordance with the State Public Records law.

Accountability

Consequences of errors, missed deadlines or poor judgment may include adverse customer relations, jeopardize programs, legal repercussions, danger to the public, personal injury and missed deadlines.

Judgment

The employee has substantial responsibility involving the exercise of independent judgment in personnel administration. The work requires the employee to examine, analyze, and evaluate facts and circumstances surrounding individual problems, situations and to determine appropriate actions to be taken within the limits of standard or accepted practices. Guidelines include industry operational standards, which may be complex or conflicting, ependent judgment is used in analyzing specific situations to determine appropriate actions.

Employee is expected to weigh efficiency and relative priorities in conjunction with procedural concerns in decision making. Requires understanding, interpreting and applying complex federal, state, and local regulations.

Complexity

The work consists of the practical application of a variety of concepts, practices and specialized techniques relating to a professional or technical field. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances; inspecting, testing or evaluating compliance with established standards or criteria; gathering, analyzing and evaluating facts or data using specialized fact‑finding techniques; or determining the methods to accomplish the work.
