Senior Traffic Engineer

The City of Napa is hiring a Senior Traffic Engineer to lead the Transportation/Traffic Engineering division within the Public Works Department. This role focuses on traffic safety, coordination of traffic programs, and supporting construction and transportation projects across the City.

Organization

The City of Napa is a full‑service city with 11 departments, including the City Manager’s Office, Human Resources, Finance, Parks and Recreation Services, Community Development, City Clerk’s Office, City Attorney’s Office, Public Works, Utilities, Police and Fire services. The FY 2025/2026 General Fund expenditure budget totals $163.4 million and $168.4 million for FY 2026/2027. The budget reflects six focus areas established by the City Council:
Housing, Economic Resilience, Community Engagement, Climate Action, Roads & Traffic Safety, and Parks & Community Spaces. The Napa City Council consists of five members, including the Mayor and four Council members, who serve four‑year terms. The Council upholds the City of Napa’s core values of integrity, service, inclusion, and collaboration.

Department

The Public Works Department’s 85 full‑time employees design, construct, operate and maintain the City’s public infrastructure, including streets, sidewalks, drainage, stormwater quality, bridges, street lights, traffic signals and electrical systems. The department also manages essential roles within the City’s development review process, construction inspection program, traffic safety, transportation, bike trails, and the 5‑year Capital Improvement Program. The Transportation/Traffic Engineering division is responsible for traffic safety coordination, traffic projects, and advancing Vision Zero standards while communicating with the community about traffic safety initiatives.

Position Overview

Reporting to the Deputy Public Works Director, the Senior Traffic Engineer is one of twelve members of the department’s management team. The engineer serves as the Transportation Engineering Division Manager, leading a team of five full‑time technical and professional staff. Responsibilities include transportation planning, traffic engineering, traffic safety for all modes of travel, traffic calming, private development review related to traffic engineering, and responding to traffic requests and inquiries.

The division’s annual operating budget is approximately $1.1 million. Key initiatives for the coming year include soliciting and evaluating Neighborhood Traffic Calming Program applications, completing corridor studies of Jefferson Street and Redwood Road funded by the Safe Streets and Roads for All grant program, and updating County‑wide transportation planning documents.
