THE ORGANIZATION

The City of Napa is a full-service city with 11 departments, including the City Manager’s Office, Human Resources, Finance, Parks and Recreation Services, Community Development, City Clerk’s Office, City Attorney’s Office, Public Works, Utilities, Police and Fire services. The FY 2025/2026 General Fund expenditure budget totals $163.4 million and $168.4 million for FY 2026/2027. The budget reflects six focus areas established by the City Council:
1) Housing,
2) Economic Resilience,
3) Community Engagement,
4) Climate Action,
5) Roads & Traffic Safety, and
6) Parks & Community Spaces. The Napa City Council consists of five members (Mayor and four Council members). Council members and the Mayor are elected to four-year terms. The Vice Mayor is appointed annually by the Mayor and City Council. On November 3, 2020, the City held its first district-based election for Council members and an at-large Mayor. In addition to appointing the City Manager, City Attorney, and City Clerk, the City Council is responsible for appointing members of City Commissions, Committees, and Boards.

THE POSITION

This is an exciting time for the City, with ongoing and upcoming construction. The City desires an experienced and motivated team-player who can carry forward the City’s priorities and vision across all public and private construction projects.

Reporting to the Deputy Public Works Director, the Senior Traffic Engineer is one of twelve members of the department’s management team. The Senior Traffic Engineer serves as the Transportation Engineering Division Manager, leading a team of five full-time technical and professional staff. The Division is responsible for transportation planning, traffic engineering, traffic safety for all modes of travel, traffic calming, private development review related to traffic engineering, and responding to traffic requests and inquiries.

This requires substantial professional traffic engineering training and experience and the exercise of independent judgment and initiative. The Transportation Engineering Division’s annual operating budget is approximately $1.1 million, in addition to capital projects and grant funds.

Key initiatives for the coming year include continued solicitation and evaluation of Neighborhood Traffic Calming Program (NTCP) applications, completing corridor studies of Jefferson Street and Redwood Road funded by the SS4A grant program, and supporting updates of various County-wide transportation planning documents.
