About the Department

The Department of Planning, Building, & Environmental Services (PBES) partners with the community to promote health, safety, and sustainability by providing development services while balancing agricultural, environmental, and economic vitality. PBES divisions include Building, Code Enforcement, Engineering, Environmental Health, Natural Resources, Parks, Planning, and Staff Services. The Environmental Health Division implements State and local programs to protect public health, including permitting and inspections of retail food facilities, public pools, employee housing camps, mobile home parks, small water systems, on-site wastewater systems, wells, groundwater permits, hazardous materials facilities, and storage tanks.

Staff support emergency response and cleanup of sewage and hazardous materials releases.

The current vacancy is a supervisor for the Solid Waste team.

The Environmental Health Supervisor serves as a first-line supervisor in the Environmental Health Division and is responsible for planning, coordinating, implementing, and overseeing the County’s solid waste programs, including the Local Enforcement Agency (LEA), medical waste, body art, waste tire grant implementation, and related projects and initiatives.

This position directs, coordinates, and monitors the work of assigned staff, consultants, vendors, and contractors. It provides high-level administrative support and staff assistance to County departments, boards, committees, and external agencies.

The Ideal Candidate
  • Has knowledge of local, state, and federal waste management regulations to ensure compliance with applicable laws.
  • Is experienced in budgeting and financial management with strong attention to detail.
  • Has supervisory experience leading a team or individuals in a program.
  • Proficient in Microsoft Office Suite and Accela.
  • Can navigate a fluid landscape and communicate effectively with staff and management.
  • Willing to lead the implementation of new health and safety guidelines across all areas under their purview.
  • Motivates, inspires, and encourages staff in a collaborative culture for team success.
  • Models transparency and accountability, delivering strong customer service values within the team.
  • Possesses excellent written and oral communication skills for detailed permit applications, reports, and policy recommendations.
Position Requirements

Education and experience combinations that provide the required knowledge, skills, and abilities are qualifying. A typical path to obtaining these qualifications includes:

  • Experience: Three years of increasingly responsible experience in environmental health and safety regulation and enforcement.

    Note:

    a master's degree in Public Health, Environmental Health, or other basic sciences may substitute for one year of required experience.
  • Education: Equivalent to graduation from an accredited college or university with major coursework in Public Health, Environmental Health, or related basic science, including courses in land use, solid waste management, occupational health and/or toxic substances.

License or Certificate:

  • Possession of a valid certificate as a Registered Environmental Health Specialist issued by the California Department of Public Health.

This license is required upon submission of the application.

  • Possession of a valid Class C California Driver’s License.
