FOIA Declassification Compliance Officer | FOIA Administration Support (USA
010015) – Full-time position located in the OCONUS Caribbean Region (Greater and Lesser Antilles – Cuba) supporting JTF-GTMO operations and the Staff Judge Advocate, with compliance responsibilities related to FOIA and Declassification.

Responsibilities- Declassification & FOIA compliance: conduct document review, redaction, and application of legal exemptions for FOIA and Mandatory Declassification Review (MDR) requests; track and manage declassification workflows in alignment with EO 13392, EO 13526, and 5 U.S.C. § 552.
- Support FOIA processing activities: compile, scan, report preparation, briefing materials, correspondence; assist in developing action plans for new FOIA cases; establish processes and allocate resources to meet contract requirements.
- Review FOIA requests, assess responsiveness, and apply red actions using tools such as Redact Express; ensure compliance with FOIA statutes; provide FOIA-specific training and technical support to action officers.
- Coordinate and track responses from various offices; conduct quality assurance reviews of red actions submitted by JTF-GTMO directorates; draft and prepare responses for signature (may include red actions or partial denials).
- Support and communicate with outside organizations and higher headquarters on FOIA-related matters; utilize the department’s FOIA request management system to assemble documents, review cases, and electronically submit for approvals.
- Experience in FOIA processing, declassification reviews, and legal document preparation within DoD or federal government environments.
- Proficiency with document management systems, Redact Express, and handling classified materials.
- Strong understanding of FOIA exemptions, security classification guides, and federal records management regulations.
- Ability to work independently, coordinate with multiple stakeholders, and maintain strict confidentiality.
- Minimum three (3) years of experience processing FOIA requests and redacting documents as a primary responsibility.
- English reading/writing/speaking proficiency; basic computer skills including Microsoft Office Suite, SAFE, and Redact Express.
Experience and Education of FOIA Processing Agent (FPA): strong attention to detail, analytical skills, and ability to manage sensitive government information in a high-security environment to enhance JTF-GTMO’s FOIA processing efficiency while adhering to applicable laws and regulations.

Security clearance requirements: active Secret clearance with eligibility for Interim TS/SCI or full TS/SCI clearance in DISS; ability to obtain/maintain clearance during contract. Compliance with FAR 52.204-2 and DoD security requirements is mandatory. Energy Communications Specialist role includes stakeholder alignment with DOE objectives.
