Position: Accountant I (Grants)

Responsibilities
  • Perform a variety of accounting duties related to the preparation, maintenance, and administration of the Division budget; analyze historical costs, prepare the annual budget, administer the approved budget, monitor expenditures, and prepare budget reports and amendments as necessary.
  • Perform division accounts receivable functions: prepare invoices and billings for client services, receive and reconcile payments, assign payments to proper cost centers, verify posting of receivables, maintain accounts receivable records, and prepare bank deposits.
  • Perform data entry for accounting operations, verify accuracy, prepare financial and accounting records and reports, and analyze historical costs to project future financial needs.
  • Serve as a subject‑matter expert in financial operations policies, provide audit and QA/QC for procurement and accounts payable, and provide training and guidance to client divisions.
  • Perform division accounts payable functions: prepare purchase order requests, approve invoices for payment authorization, assign expenditures to proper cost centers, verify posting of expenditures, and maintain the accounts payable ledger and records.
  • Enter and maintain automated and manual accounting records, perform data entry for accounting operations, verify accuracy, and reconcile general ledger accounts.
  • Conduct internal reviews and audits within the Division to ensure compliance with the approved budget and County financial and administrative policies and procedures.
  • Perform duties related to applying for and administering awarded grants: prepare grant applications and amendments, review contracts for grants awarded to the Division.
  • Prepare and implement grant administrative monitoring schedules, maintain grant administration checklists, determine unit costs for grant services, prepare grant schedules, profiles, and subsidy vouchers, prepare reports on grant funding, utilization, and status, and reconcile accounts receivable to grant agreements.
  • Prepare a variety of financial and accounting records and reports, including revenue and expenditure reports, executive summaries, and aging reports.
  • Execute special projects, analysis, and reports related to the financial condition and accounting records of the Division.
  • Establish and maintain Division accounting policies and procedures.
  • Assist with the annual audit by an external firm, researching and providing information and documentation to auditors.
  • Maintain inventory records of division equipment, materials, and supplies; order office supplies as necessary.
  • Prepare authorization requests for facilities repair and maintenance and maintain Division OSHA reporting information, submitting to Risk Management.
  • Perform other related duties as required.
Qualifications
  • Bachelor’s degree in accounting or a related field required.
  • One (1) year of related experience preferred.
  • Candidates without a related degree should possess four (4) years of related experience.
  • Fingerprinting required.

  • Essential employees may be required to work during an undeclared or declared emergency; the County Administrative Office will determine who will be required to work on an incident-by-incident basis.
