RESPONSIBILITIES
  • Conduct professional highway engineering work involving designing, managing, reviewing, and overseeing various highway construction and development projects to ensure compliance with all applicable laws and standards.
  • Provide direction, guidance, and assistance to contractors and work crews; coordinate daily work activities; organize, prioritize, and assign work; monitor status of work in progress and inspect completed work; confer with contractors and work crews, assist with complex or problem situations, and provide technical expertise.
  • Interpret, explain, and ensure engineering compliance with applicable codes, ordinances, resolutions, regulations, standards, specifications, policies, and procedures; research codes, engineering standards, technical manuals, or other resources as needed; initiate any actions necessary to correct deviations or violations.
  • Consult with division management or other officials to review the status of division projects, resolve problems, receive advice or direction, and provide recommendations.
  • Prepare design and construction documents pertaining to division projects; prepare plans, designs, specifications, and cost estimates.
  • Review site development plans, construction/engineering plans, permit applications, and specifications to ensure compliance with applicable codes, ordinances, and engineering standards; review engineering studies, reports, and cost estimates; review changes to construction plans; provide recommendations and comments on development plans.
  • Design and develop architectural drawings, engineering plans, and specifications associated with proposed projects; define design needs; determine design solutions; produce designs using computer-aided design (CAD) software and drafting instruments; review design for compliance with applicable laws, codes, and standards; maintain computer models and provide modeling data to consultants.
  • Coordinate or perform project management; prepare, review, and monitor project schedules and budgets; monitor construction and maintenance contracts or agreements.
  • Perform site visits, field inspections, or land surveys of projects and developments; inspect projects to ensure compliance with approved plans and specifications; conduct inspections or collect data at sites; perform surveying to collect data; set elevations; take photographs and measurements of field conditions; resolve problems at site.
  • Perform engineering analysis and prepare engineering reports; evaluate problems and recommend solutions.
  • Conduct engineering work relating to engineering plan review; review and approve infrastructure, excavations, and other sitework improvements; review site development plans for commercial, multi‑family residential, and industrial infrastructure; review construction plans and plats for subdivisions of land; review and approve applications for commercial, development, and private excavation permits; review engineering aspects of conditional use permits and rezoning applications; review construction plans and land use petitions for water management, engineering, and utility concerns.
  • Conduct engineering tasks relating to stormwater management; review development plans prepared by consulting engineers for impact on County stormwater facilities and assess the need for additional drainage easements; conduct site visits to verify existing drainage conditions and evaluate possible impacts on the stormwater system; assist with investigations of non‑compliance stormwater systems and provide findings and possible solutions; maintain and update computer inventory records of the County’s stormwater management system.
