Position: Project Manager I - TMSD - Stormwater- Transportation Engineering

Scope

Manages and coordinates stormwater capital improvement project designs, drainage infrastructure improvements, and related technical projects for the Transportation Engineering Division.

Responsibilities
  • Provide direction, guidance and assistance for multiple stormwater engineering projects, including drainage basin studies, outfall improvements, swale rehabilitation, control structure replacement, and capital improvements.
  • Ensure compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; enforce safety procedures; monitor work environment and safety equipment use.
  • Consult with Division management or other officials to review status of stormwater capital projects and drainage improvement programs; evaluate hydrologic and hydraulic performance; resolve problems and provide recommendations on system capacity, flood mitigation strategies, and long‑range infrastructure needs.
  • Review construction plans, designs, and specifications for stormwater drainage and water management projects; develop designs, drawings, or maps for drainage basin delineations, outfall alignments, control structure details, and swale cross‑sections; recommend improvements and design strategies.
  • Prepare and administer project budgets; submit justifications for budget requests; monitor expenditures for compliance with approved budget.
  • Prepare project schedules and monitor progress against established timelines.
  • Coordinate the process for bidding and contracting of services; prepare Requests For Proposal (RFPs); conduct pre‑bid and pre‑construction meetings; negotiate scope of services and fees; make recommendations to boards and compile contracts.
  • Coordinate acquisition and maintenance of required permitting, including Environmental Resource Permits (ERPs) from SFWMD or Big Cypress Basin, FDEP NPDES Construction Generic Permits, FDOT utility permits, and Section 404/401 authorizations; conduct research on federal, state, and local code requirements; prepare application documents and monitoring reports.
  • Oversee, administer, and coordinate work performed by consultants or other service providers; manage annual maintenance contracts; review invoices and payment requests.
  • Perform technical work to support business applications, including planning, design, analysis, implementation, integration, and management of technical systems for a Department/Division.
  • Manage projects through design and handover to the CEI team; attend progress meetings; prepare, review, and process change orders; process purchase orders, work orders, and invoices for design scope of work.
  • Prepare executive summaries for presentation to the Board of County Commissioners, Planning Commission, or other officials.
  • Provide technical advice and assistance concerning engineering issues, project management issues, design/construction activities, and other matters to contractors, consultants, County staff, public agencies, or others; resolve engineering problems, project development issues, or conflicts involving project participants.
  • Coordinate projects and work activities with other County divisions, consultants, contractors, sub‑contractors, utility companies, and state and regional agencies; coordinate with utility engineering staff to locate existing utilities; coordinate with drainage maintenance staff on right‑of‑way conditions that inform project scoping.
  • Coordinate public education activities related to stormwater projects, services, and initiatives; coordinate neighborhood programs involving residents; speak to property owners and community organizations; develop press releases and public information materials.
  • Participate in legal activities related to projects; attend hearings during court proceedings; provide depositions; meet with County Attorneys to discuss cases.
  • Prepare and submit requests for review/changes to ordinances or resolutions.
  • Perform other related duties as required.
Qualifications
  • Bachelor’s degree in a related field required.
  • One (1) year of related experience preferred.
  • Candidates without a degree must possess an additional four (4) years of related experience.
  • Fingerprinting required.
  • Required to possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle.

  • Salary offers above the minimum pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident‑by‑incident basis.
