Position: Plans Reviewer I - Mechanical

Responsibilities
  • Review construction plans for building code compliance, local ordinances, and state regulations in order to issue building permits for construction or remodeling of buildings throughout the County.
  • Examine and review permits, applications, engineered construction plans and specifications for buildings, residences, and other structures to determine compliance with state building, mechanical, electrical, gas, irrigation and plumbing codes, and zoning ordinances for permit issuance.
  • Review proposed engineered projects for FEMA compliance regarding building elevations and flood-resistant construction methods and materials.
  • Review site development plans for building construction type, accessibility, building separation and use; review and approve engineer reports.
  • Perform structural plan reviews for commercial permit applications for compliance with current Florida Building Codes, Collier County Land Development Codes (if applicable), and federal ADA/Fair Housing Act regulations; interact with customers by phone or in person to discuss plans, code violations, informational questions, and procedures; meet with supervisor to discuss concerns and code compliance issues.
  • Identify defects or inadequacies; prepare plan check correction reports; require corrections to meet county codes; approve plans that comply.
  • Review corrections and changes submitted for plans that were rejected and revisions to plans that originally passed and already permitted; prepare and file code compliance reports where applicable.
  • Arrange pre-application meetings; interpret code requirements for contractors, homeowners, engineers, architects, and attorneys; advise interested parties of updates and changes in the codes.
  • Provide information and technical assistance concerning development plans, construction requirements, non-compliance issues, and related issues; meet with and discuss problem areas with contractors, developers, engineers, architects, and property owners; recommend solutions and respond to questions or complaints.
  • Assist customers at the front counter; perform customer service and inform customers of permit status.
  • Read and interpret blueprints, construction plans, specifications, and technical drawings; review for compliance with engineering codes, ordinances, and regulations; prepare energy calculations and fixture counts; approve permits and calculate/assess permit and inspection fees.
  • Perform data entry into computer systems; verify accuracy of data and manage records related to plan reviews and permits; retrieve and modify data as needed; enter required data about plans, review notes, and pass/fail reasons; print and mail form letters explaining rejection reasons as per code.
  • Respond to questions, complaints, and requests for information from field inspectors, contractors, plan reviewers, architects, code enforcement, owners/builders, the public, employees, and supervisors.
  • Explain and interpret code provisions and local building regulations; file code compliance reports as needed.
Qualifications
  • High school diploma or GED required.
  • Plans Examiner requirements per Fla. Stat. 468.609: Four (4) years combined experience in construction, building code inspection, or plans review for the applicable certification category sought, or three (3) years combined postsecondary education in construction with one (1) year experience in construction, building code inspection, or plans review, or three (3) years combined technical education in construction with one (1) year experience in construction, building code inspection, or plans review.
  • Fingerprinting required.
Licenses & Certifications
  • Must obtain a Provisional Certification as a Plans Examiner from the Building Codes Administrators & Inspectors Board within 120 days of hire for assigned trade(s).
  • Must obtain a Standard License in assigned trade within two (2) years from issuance of the Provisional Certification.
  • Must maintain State of Florida continuing education as required by the Department of Business and Professional Regulation related to maintenance of the Standard License.
Additional Information
  • Salary offers above the minimum of the pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared emergency and/or declared emergency. The County’s Administrative Office will determine on an incident-by-incident basis who will be required to work.
