Responsibilities

  • Administers grant programs within a division or department, providing technical assistance as needed, overseeing implementation of grants, monitoring grant activity for timeliness and compliance, and preparing progress updates and reporting.
  • Coordinates all implementation aspects of assigned grants, working with the County Attorney’s office, Finance Department, grantor agency, monitoring unit, internal and external auditors, Procurement Division, Office of Management and Budget Grant Management Office, and external third‑party organizations.
  • Prepares compliant scopes of work, schedules of deliverables, and budgets for written agreements based on grant applications and regulations; monitors them throughout program execution; prepares agreement amendments as needed; and obtains Board of County Commissioners (BCC) approval.
  • Oversees timely and compliant conclusion of the grant program by working closely with subrecipients, developers, vendors, or partners, providing guidance on program completion, submission and review of compliant pay requests, and completion of all deliverables identified in the agreement.
  • Prepares and maintains detailed workplans for each agreement with key deadlines and requirements; formally meets quarterly with all partners, assures program objectives are met, and provides technical assistance during program execution.
  • Acts as program subject‑matter expert in monitoring all partners, ensuring all elements of program compliance are met, and supervising completion of monitoring‑related corrective action plans.
  • Works closely with the assigned grant accountant on common requirements to assure timely and compliant grant completion, including executive summary development, match requirements, and program income or other revenue tracking and usage.
  • May process purchase orders, review work orders and change orders, prepare draws for reimbursement, and process program payments.
  • Conducts or attends interdivisional meetings regarding community needs identification, activity implementation, and funding needs; prepares materials for BCC authorization, such as executive summaries and resolutions, and coordinates with the accountant on budget amendment development.
  • Assists in the administration and implementation of grant‑related activities, works with Procurement Division on requests for proposals for design/engineering and contractors, assists in contractor selection, holds pre‑construction conferences to review state and federal regulations, obtains wage decisions and interviews workers on site, certifies payrolls, approves invoices, submits payments to contractors, amends work plans as necessary, works with participating parties, and tracks expenditures.
  • Provides aid, advice, support, and guidance to applicants and recipients of grants during program operation and closeout phases.
  • Ensures the program meets its final objective and participates in assuring a compliant grant closeout by reviewing final records, pay requests, regulations, and grant agreement documents, and prepares plans for partners beyond closeout such as tracking for program income, Section 3, or Davis Bacon in future development.
  • Prepares all subrecipient agreements and facilitates kickoff meetings with subrecipients and coordinators, and facilitates quarterly partnership meetings with subrecipients.
  • Participates in all monitoring and planning meetings with subrecipients and reviews and processes all subrecipient requests for payment in a compliant and timely manner.
Qualifications
  • Bachelor’s degree required.
  • One (1) year of related experience.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting required.
