Position: Environmental Specialist I - GMCD - Development Review

Job Summary

Essential Functions:

  • Interpret, apply, and enforce environmental regulations and applicable federal, state, and local codes, laws, rules, and policies; research code/regulation issues as needed; initiate actions to correct deviations or violations.
  • Provide information and technical assistance regarding environmental regulations, hazardous waste management, waste disposal procedures, pollution control/prevention, storage tanks, hazardous waste generation, natural resources, site development plans, and regulatory violations; meet with and discuss problem areas with property owners, contractors, developers, and the public; recommend solutions.
  • Coordinate environmental activities related to pollution control, pollution prevention, environmental planning, conservation, land development, stormwater management, or related issues; serve as a contact for County residents with environmental and pollution concerns.
  • Investigate complaints concerning pollution, hazardous waste, natural resources, conservation, or other environmental issues; document findings; recommend corrective actions; update complainants; monitor complaint status; notify appropriate authorities of case problems or incidents.
  • Inspect sludge disposal sites and transportation vehicles; notify violators; prepare certified warning letters; review sludge transportation licenses and notify license holders of expiration.
  • Inspect wastewater treatment plant facilities; ensure regulatory compliance; collect effluent samples; assist with surface water sampling; recommend plant improvements to operators.
  • Inspect above-ground and underground storage tanks; conduct inspections of small quantity hazardous waste generators; perform waste assessment computations; conduct air quality monitoring.
  • Inspect businesses for hazardous waste management/disposal; monitor household hazardous waste facilities; conduct onsite visits to pick up hazardous waste receipts; convert amounts to pounds; prepare reports; transport hazardous wastes to disposal sites as needed.
  • Inspect commercial landscape projects and stormwater management plans; review landscape and stormwater plans; inspect irrigation systems and drainage areas; negotiate use of landscape materials; ensure compliance with right-of-way ordinance requirements.
  • Inspect conservation/preservation areas; evaluate land and habitat condition and quality; prepare environmental mitigation plans.
  • Review zoning petitions and site development plans for compliance with codes and regulations; perform site inspections related to permit applications and petitions; evaluate plan and project compliance.
  • Prepare staff reports, executive summaries, and resolutions; make presentations to County Commissioners, Environmental Advisory Board, and Planning Commission.
  • Support development of County natural resource management policy; acquire and analyze data to assess impact on natural resources; produce geographic data; convert coordinate systems; collect GPS data; edit GIS mapping drawings; prepare data in multiple formats.
  • Conduct environmental monitoring on County-managed property; collect water samples for sulfide analysis; measure salinity and pH; assess storm effects; apply herbicides for exotic plant control; assist with wetland delineation for permitting.
  • Follow up on inspections to ensure proper response to non-compliance and correction of deficiencies.
  • Enforce environmental codes; investigate complaints and violations; gather evidence and photograph violations; research property ownership; issue violation notices and citations; post notices; review mitigation plans; determine prosecutorial action; prosecute cases before boards or in court; present evidence and testimony; coordinate enforcement activities with other agencies/Divisions.
  • Write or draft amendments to local codes; assist with development of environmental ordinances, amendments, policies, and procedures.
