Responsibilities- Assists co-workers; serves as Team Leader, an “expert” resource in certain cases with the highest degree of complexity, including minimum housing requirements, commercial zoning, right of way, and noise readings.
- Receives, investigates, and validates highly complex complaints of violations to the County’s ordinances, codes, and regulations about County rights-of-way activity and construction regulations, minimum housing requirements, noise restrictions, and commercial zoning; obtains witness and/or complainant statements.
- Serves as liaison between County divisions and contractors, garbage haulers, landfill owners, citizens or business owners; responds to questions, complaints and requests for information/assistance from the general public, civic groups, business/property owners, court personnel, contractors, various agencies, employees, officials, supervisors, or other individuals and/or divisions in regard to cases with the highest degree of complexity including noise, signs, right of way, commercial zoning, and minimum housing.
- Provides direction to Code Enforcement investigative staff (i.e. Code staff, Park Rangers, sheriff deputies, Animal Control Officers, and Public Utilities officials) regarding Code Enforcement Board (CEB) and Office of Special Magistrate (OSM) rules and regulations and hearing proceedings; assigns cases/citations to the hearing venue for both the CEB and OSM as required; assists with administration of legal orders as directed by the CEB and/or OSM;
and schedules Imposition of Fines for hearing, if violation(s) are not abated. - Assigns cases/citations and Domestic Animal Services (DAS) mandatory appearances to the hearing venue for both the CEB and OSM as required; completes all required database entries into system; prepares and attends Dangerous Dog appeal hearings for DAS.
- Attends and facilitates the CEB and OSM hearings; aids citizens regarding outstanding payments.
- Schedules, attends, and oversees pre‑hearing meetings for both OSM and CEB; reviews investigator testimony and aids in revising any necessary changes; makes note of any agenda changes and status of case; and confirms all required documents have been submitted and all fees are accurate.
- Researches and compiles all data outcomes from CEB and OSM hearings and enters into database; generates and completes required post‑hearing results and fees; transfers appropriate evidence that was presented at hearing to Minutes and Records; and reviews CEB and OSM hearing minutes for accuracy.
- Provides hands‑on consulting to colleagues; assists staff members with collaborating on new software programs; assists with software inquiries and any other technical issues that arise; completes processing of developed software components utilized to perform job functions and processes; examines the application and its design for functionality, performance, and usability; and executes the entire workflow to determine outcomes in the processing of data variables.
- Provides input and/or drafts documents for ordinance amendments.
- Takes an active role in identification of and organizing Department/Division teams regarding process improvements.
- Instructs/assists co‑workers when changes occur in Division procedures.
- Interprets code requirements for contractors, homeowners, engineers, and attorneys.
- Performs pro‑active patrols of assigned area within the County to detect violations; removes signs on right‑of‑way along roadways; and takes noise level readings.
