Individuals in this role will oversee resources, both human and technological, to support staffing needs of the Growth Management Community Development Department, while facilitating compliance through the Human Resources Division. Essential job functions may include some or all of those listed in this section. At no time will responsibility be given to an individual in this role for an agency-wide program or function, as these reside with section Managers in the Human Resources Division.

All work is performed in conjunction with the Human Resources Division and in compliance with the HR policies, procedures, programs, and all applicable federal, state, and local laws.

  • In the case that supervisory functions are assigned: directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Maintains a basic understanding of the Employment Operations, Employee Relations, Talent Acquisition, Talent Development, and Compensation/Total Rewards functions and processes for the Collier County Manager’s Agency.
  • Primary point of contact for gathering information on any new or updated Department positions; provides needed information to appropriate staff in the HR Division for action.
  • Understands record retention requirements and public record laws; ensures Department compliance.
  • Executes departmental recruitment activities including coordination with hiring managers and HR Division to post vacant positions.
  • Discusses vacancies with assigned division managers/supervisors/Division Directors; facilitates the selection of new hires by advising and assisting managers with interviews and selection procedures including conducting and/or arranging interviews.
  • Utilizes the Applicant Tracking System (ATS) to facilitate recruitment functions for the assigned Department as a Subject Matter Expert/HR Liaison; works with Talent Acquisition Manager on completion of recruitment tasks in ATS.
  • Understands the County’s Compensation Administration requirements and the guidelines of the Pay and Classification plan; ensures compliance and equity in recommended job offers to candidates.
  • Confers with and provides basic guidance to managers and Department officials concerning reorganization plans and other classification and compensation issues.
  • May participate in HR compensation audit processes or salary studies representing the assigned Department.
  • Performs a variety of employee relations duties and works in conjunction with the Labor & Employee Relations Manager in the HR Division; identifies appropriate disciplinary actions and/or reviews disciplinary actions taken; prepares disciplinary action notices/forms and discusses circumstances, disciplinary actions and expected corrective actions with employees and supervisors.
  • Responds to, investigates, and resolves employee grievances, complaints of discrimination and unfair treatment, and other employee relations problems with oversight by the HR Labor & Employee Relations Manager or designee.
  • Supports and participates in the training of employees in such areas as discipline, commitment to fair treatment and standards of conduct; actively pursues conflict resolution when necessary.
  • Communicates with employees and Department supervisors about leaves of absence; ensures compliance with agency requirements for absences.
  • May assist with facilitating various training programs, strategic planning sessions and workshops coordinated by the HR Talent Development Manager.
  • Assists Department employees with Learning Management System (LMS) questions; may provide reports and other metrics from system as a super-user.
  • Internal advisor/consultant to employees of the assigned Department regarding training and career development issues and programs, aligned with the County’s approved plans.
  • Answers questions, provides information, and explains policies, procedures, and intent of training and career development programs; assists supervisors and managers with developing their abilities to advise and support employees in training and career development.
