Job Summary

Oversee, plan, direct, and supervise all personnel and activities within the Solid Waste Operations Division, including landfills, transfer stations, recycling centers, and deep injection wells. Serve as senior Division organization for strategic planning and project execution.

Essential Functions
  • Develops and reviews contracts; manages contracts and contractors.
  • Develops, reviews, and submits Executive Summaries.
  • Assists the Division Director with projects as assigned.
  • Designs, develops, and manages special projects for the Division.
  • Leads section in the preparation of short‑term and long‑range management plans; recommends division goals and objectives.
  • Conducts staff meetings.
  • Monitors and approves budget expenditures; develops and submits budget for assigned units.
  • Manages, and monitors the development and submission of annual section budget; oversees forecasting of additional funds required for staffing, equipment, materials and supplies; administers approved budget and monitors operational expenditures for budget compliance.
  • Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Manages scale house(s), weigh systems, and recycling centers.
  • Manages landfill deep injection well operation.
  • Implement and manage programs for yard waste, C&D, MSW, sludge, organic wastes and the artificial reef program.
  • Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and safety equipment to ensure safety of employees and other individuals; initiates any actions needed to correct deviations or violations.
  • Assists with development of and implements standard operating policies and procedures; reviews and evaluates work methods and safety practices; updates guidelines according to federal, state or local legislation.
  • Interprets, applies and enforces provisions of solid and hazardous waste environmental regulations and other applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures; researches codes/regulations as needed.
  • Initiates any actions needed to correct deviations or violations.
  • Researches best practices and federal, state and local legislation to identify and develop new/innovative hazardous waste and waste reduction programs and policies.
  • Provides regular inspections of and monitors the environment at the solid waste facilities to ensure compliance with all permits, rules, and regulations; oversees contractual and regulatory compliance while protecting health, safety, and welfare at the solid waste facilities and their surrounding communities.
  • Meets with public organizations, businesses and regulatory agencies from local, state and federal jurisdictions.
  • Coordinates with other County divisions regarding solid waste activities.
Additional Functions
  • Performs other related duties as required.
Minimum Qualifications
  • Bachelor's degree required.
  • Five (5) years of related experience.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting required.
Licenses/Certificates
  • Must obtain and maintain the Manager of Landfill Operations (MOLO) Certification within twelve months from the date of hire if assigned to Solid Waste Operations.
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a county vehicle as provided in CMA 5805.
Supplemental Information

Salary offers above the minimum pay grade may be considered based on qualifications. Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident‑by‑incident basis.
