Overview

The purpose of this classification is to oversee, plan, direct, and supervise all personnel and activities within the Solid Waste Operations Division including the landfills, transfer stations, the recycling centers, and deep injection well. Employees in this classification also serve as senior Division organization for strategic planning and project execution.

Responsibilities
  • Develop and review contracts; manage contracts and contractors.
  • Develop, review, and submit Executive Summaries.
  • Assist the Division Director with projects as assigned.
  • Design, develop, and manage special projects for the Division.
  • Lead section in the preparation of short term and long-range management plans; recommend division goals and objectives.
  • Conduct staff meetings.
  • Monitor and approve budget expenditures; develop and submit budget for assigned units.
  • Manage and monitor the development and submission of annual section budget; oversee forecasting of additional funds required for staffing, equipment, materials and supplies; administer approved budget and monitor operational expenditures for budget compliance.
  • Manage, direct, and evaluate assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Manage scale house(s), weigh systems, and recycling centers.
  • Manage landfill deep injection well operation.
  • Implement and manage programs for yard waste, C&D, MSW, sludge, organic wastes and the artificial reef program.
  • Ensure compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensure adherence to established safety procedures; monitor work environment and use of safety equipment to ensure safety of employees and other individuals; initiate any actions necessary to correct deviations or violations.
  • Assist with development and implementation of standard operating policies and procedures; review and evaluate work methods and safety practices; update guidelines according to federal, state or local legislation.
  • Interpret, apply and enforce the provisions of solid and hazardous waste environmental regulations and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; research codes/regulations as needed.
  • Initiate any actions necessary to correct deviations or violations.
  • Research best practices and federal, state and local legislation to identify and develop new/innovative hazardous waste and waste reduction programs and policies.
  • Provide regular inspections of and monitor the environment at the solid waste facilities to ensure compliance with all permits, rules, and regulations; oversee contractual and regulatory compliance while protecting health, safety, and welfare at the solid waste facilities and their surrounding communities.
  • Meet with public organizations, businesses and regulatory agencies from local, state and federal jurisdictions.
  • Coordinate with other County divisions regarding solid waste activities.
Additional Functions
  • Perform other related duties as required.
Qualifications
  • Bachelor’s degree required.
  • Five (5) years of related experience.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting required.
Licenses / Certificates
  • Must obtain and maintain the Manager of Landfill Operations (MOLO) Certification within twelve months from the date of hire if assigned to Solid Waste Operations.
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a county vehicle as provided in CMA 5805.

Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
