We are seeking an experienced and detail-oriented Laboratory Supervisor to lead water quality testing and environmental compliance operations within the Transportation Management Services Department (Pollution Control Section).

This role is responsible for overseeing laboratory and field activities, ensuring regulatory compliance, maintaining certification standards, and guiding a team of professionals in delivering accurate and timely water analysis.

Key Responsibilities Leadership & Team Management
  • Supervise, mentor, and evaluate laboratory staff
  • Assign, prioritize, and monitor daily work activities
  • Conduct interviews, recommend hires, and complete performance evaluations
  • Address employee concerns, provide coaching, and enforce disciplinary actions when necessary
Laboratory Operations
  • Plan, organize, and oversee all laboratory and field sampling activities
  • Review analytical work and ensure accuracy and efficiency
  • Coordinate operations with internal departments, contractors, and external agencies
  • Implement process improvements to enhance productivity and quality
Regulatory Compliance & Safety
  • Ensure compliance with all applicable federal, state, and local regulations
  • Maintain adherence to safety protocols, including the Laboratory Chemical Hygiene Plan
  • Oversee proper handling and disposal of hazardous materials
  • Ensure compliance with TNI standards, FDEP, FDOH, and 40 CFR Part 136
Quality Assurance & Certification
  • Develop and manage laboratory Quality Assurance/Quality Control (QA/QC) programs
  • Maintain laboratory certification and required documentation
  • Establish and monitor acceptance/rejection criteria for testing
  • Prepare and submit all required regulatory reports
Water Sampling & Analysis
  • Supervise and conduct field sampling across various sites, including wells, treatment plants, and distribution systems
  • Oversee microbiological and chemical testing, including:
  • Coliform,

    E. coli, and enterococcus analysis
  • Metals (lead, copper, iron), nutrients, and chemical parameters
  • TOC, TKN, turbidity, pH, and more
  • Ensure proper chain of custody and sample integrity
Reporting & Communication
  • Prepare and submit regulatory reports (e.g., groundwater, effluent, injection well reports)
  • Communicate test results to regulatory agencies, management, and stakeholders
  • Respond to public inquiries and resolve complaints related to water quality
Budget & Resource Management
  • Develop and manage departmental budgets
  • Monitor expenditures and ensure cost efficiency
  • Oversee procurement of laboratory supplies, equipment, and services
  • Maintain inventory of chemicals, equipment, and materials
Equipment & Facility Oversight
  • Ensure proper operation, calibration, and maintenance of laboratory equipment
  • Supervise cleaning, sterilization, and upkeep of lab and field equipment
Administrative Duties
  • Coordinate staff training and certification programs
  • Approve timesheets and review invoices
  • Maintain accurate records and documentation for compliance
Minimum Qualifications
  • Bachelor’s degree in a related field (e.g., Environmental Science, Chemistry, Biology, or similar)
  • 5+ years of relevant laboratory or water quality experience
  • Equivalent combination: candidates without a degree must have 9+ years of related experience
  • Must successfully complete fingerprinting/background screening

  • In-depth knowledge of environmental regulations and laboratory standards
  • Experience with water quality testing and compliance reporting
  • Excellent analytical, organizational, and problem-solving skills
