Public Works Safety and Training Manager

The purpose of this classification is to plan, direct, implement, and evaluate a comprehensive safety and training program for all divisions within the City of Naples Public Works Department. The Public Works Safety and Training Manager serves as the subject matter expert and principal safety officer for the Department, ensuring that all Public Works operations, facilities, personnel, and contractors are in full compliance with applicable federal, state, and local regulations, including those promulgated by the Occupational Safety and Health Administration (OSHA), the Florida Department of Environmental Protection (FDEP), the Environmental Protection Agency (EPA), and all other governing bodies.

This position develops, administers, and enforces safety programs, personal protective equipment (PPE) requirements, job safety assessments (JSAs), standard operating procedures (SOPs), and training curricula across all Public Works operational areas, including Water/Wastewater Utilities, Stormwater, Solid Waste, and Traffic Operations. Work is performed under the general direction of the Director of Public Works; however, considerable latitude is granted for the exercise of independent judgment, initiative, and leadership in all matters related to departmental safety and training compliance.

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Develops, implements, administers, and continuously updates a comprehensive departmental Safety Program covering all Public Works divisions and operational sites.
  • Ensures full departmental compliance with all applicable federal, state, and local safety, health, and environmental regulations, including but not limited to: OSHA 29 CFR 1910 (General Industry), OSHA 29 CFR 1926 (Construction), FDEP environmental compliance requirements, EPA regulations, NFPA standards, and City of Naples Code of Ordinances.
  • Develops, maintains, and enforces Standard Operating Procedures (SOPs) for all Public Works operational activities, incorporating applicable regulatory requirements and industry best practices.
  • Develops and maintains Job Safety Assessments (JSAs) / Job Hazard Analyses (JHAs) for all task categories performed by Public Works personnel, updated as work methods or regulatory requirements change.
  • Prepares, updates, and distributes Personal Protective Equipment (PPE) programs for each division, specifying minimum required PPE, inspection schedules, and replacement protocols; enforces PPE compliance in the field
  • Manages the Department's hazard communication program, including SDS/MSDS management, chemical inventory maintenance, and required HAZCOM training.
  • Conducts and documents on-site monthly comprehensive safety and compliance inspections across all Public Works facilities, plant sites, and field operations, covering OSHA, FDEP, and all applicable permit requirements; issues written findings and tracks corrective actions to closure.
  • Conducts or oversees accident/incident investigations; prepares thorough written investigative reports with root-cause analysis and corrective/preventive action recommendations; tracks implementation of corrective actions.
  • Maintains accurate and complete safety records, training logs, inspection reports, incident documentation, and regulatory correspondence in compliance with applicable retention requirements.
  • Serves as the management-in-charge (MIC) representative for all safety-related regulatory inspections, audits, and enforcement contacts by OSHA, FDEP, EPA, or other regulatory agencies; coordinates responses and corrective actions.
  • Coordinates with the City's Human Resources Department on disciplinary matters arising from safety violations, accommodation requests under ADA related to safety roles, and other safety-HR intersecting matters.
  • Develops, schedules, coordinates, and delivers a comprehensive annual training calendar for all Public Works personnel, covering mandatory regulatory training and skills-based operational training.
  • Administers, coordinates, or delivers the following mandatory and specialized training programs:
    • OSHA 10-Hour and 30-Hour Construction and General Industry certification courses
    • Asbestos Cement (AC) Pipe / AC Pipe Handling and Replacement Training, including all applicable OSHA and FDEP requirements for disturbance, handling, disposal, and documentation of asbestos-containing materials in water and wastewater pipeline operations; coordinates refresher training on required intervals
    • Arc Flash / Electrical Safety Training (NFPA 70E), including arc flash hazard analysis, PPE selection, approach boundaries, and lockout/tagout (LOTO) integration
    • PPE Selection, Use, Inspection, and Maintenance Training for all divisions; annual refreshers and task-specific training as new equipment or hazards are identified
