The Collier County Public Utilities Department is seeking an experienced and results-driven Project Manager to direct, guide, assist, and coordinate the planning, design, procurement, and construction of capital improvement projects supporting the Department's utility infrastructure, in the water, wastewater, and solid waste divisions This position manages projects from concept through completion, ensuring quality, regulatory compliance, fiscal responsibility, and timely delivery.
The Project Manager provides technical leadership in capital project delivery, contract administration, budgeting, and stakeholder coordination while collaborating with internal departments, consultants, contractors, and regulatory agencies to deliver sustainable infrastructure improvements that enhance public services and support the County's long-term operational goals.

- Lead capital improvement and construction projects from planning through completion.
- Manage project scope, schedules, budgets, and deliverables.
- Provide technical guidance and resolve project-related challenges.
- Prepare and manage Requests for Proposals (RFPs) and Requests for Qualifications (RFQs).
- Coordinate consultant selection, contract negotiations, and vendor procurement.
- Administer contracts, review invoices, and monitor contractor performance.
- Review engineering plans, specifications, and design documents.
- Ensure compliance with federal, state, and local regulations, permits, and environmental standards.
- Conduct field inspections and monitor construction activities to ensure quality and compliance.
- Coordinate with County departments, consultants, contractors, and regulatory agencies.
- Prepare project reports, executive summaries, budget updates, and presentations for leadership.
- Support public outreach and education related to division projects.
- Research industry trends and recommend innovative practices that improve project delivery and operational efficiency.
- Perform other related duties as assigned.
- Bachelor’s degree in a related field required.
- Five (5) years of related experience.
- Candidates without a degree should possess four (4) additional years of related experience.
- Fingerprinting required.
- Must possess and maintain a Project Management Professional Certification (PMP) or obtain one within six (6) months of hire.
- May be required to possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
Salary offers above the minimum pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
