Performs advanced and highly responsible supervisory and administrative work regarding the overall management assigned division or department. Responsible for diversified functions such as, but not limited to, operational support, policy development, strategic planning, performance management, training, budget development, procurement, personnel management support, special projects, as well as specific functions based on the area of assignment.
Essential Functions• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Performs complex operational and administrative duties, analyzes data, draws conclusions and prepares reports and makes recommendations of practical solutions to division and department management.
• Manages daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex situations, and provides technical expertise.
• Consults with division/department management or other officials to review operations/activities, provide administrative support for program activities, review/resolve problems, receive advice/direction, and provide recommendations.
• Provides administrative assistance with technical divisional/departmental projects including researching and compiling data, and monitoring for compliance that meets deadlines and regulations; prepares reports and provides information to other divisions, departments, County management, and/or the general public.
• Makes recommendations to the Division Director and Department Head regarding operational policies, procedures, expenditures, plans, and other administrative matters as they affect the assigned areas.
• Analyzes, develops and recommends the adoption of updates or revisions to policies, procedures, equipment and systems to increase efficiency of divisional and departmental operations; compiles information from various sources and analyzes the applicability of information and the characteristics and quality of the sources.
• Serves as the division/department's primary point of contact for all procurement, purchasing, and contract-related inquiries; provides ongoing staff training related to procurement practices, contract administration, and financial processes; coordinates with Procurement Services Division, the Clerk's Office, and other departments regarding contracts, invoicing, and compliance matters.
• Develops and evaluates requests for qualifications and request for proposals; prepares and oversees preparation of plan specifications, bid and contracting processes, analyzes and provides proposal recommendations, and project cost estimates; participates in solicitation development, evaluation committees, selection processes, and contract negotiations.
• Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for staff, supplies, materials and equipment; monitors and control expenditures.
• Manages planned projects and daily budget oversight for assigned capital funds; prepares budget forecasts based on anticipated capital and maintenance projects; assists with prioritization and coordination of capital and maintenance projects in collaboration with project managers and other County staff.
• Continuously evaluates division/department programs and services and recommends changes necessary to ensure optimum operational efficiency; prepares periodic reports concerning the progress of the division/department in meeting their objectives and performance standards.
