Job Summary
Manages, directs, and coordinates preparedness, response, recovery, and mitigation activities for businesses, residents, and guests of Collier County and coordinates plans and programs with the Florida Division of Emergency Management, overseeing the Emergency Management Division. Serves as a full-time emergency management program director as designated and in accordance with Florida Statute Chapter 252.
Essential FunctionsEstablishes strategic plans, goals, and objectives for the Emergency Management Division; ensures the Division's strategic plans support the broad County mission, goals, and objectives; provides direction and oversight to subordinate division directors regarding individual division work plans; and ensures the division work together to maximize Division performance and the use of resources; serves as a member of the Executive Management team, making large-scale strategic decisions.
Develops benchmarks and performance measures for the Emergency Management Division; monitors and evaluates the programs, services and operations provided by the Division; and identifies performance shortcomings and accomplishments; identifies and directs the implementation of changes in work plans, priorities, resource allocation, policies, and procedures as needed to improve Division work products and performance; ensures all Division programs, operations and services comply with applicable County, state and federal regulations, statutes, ordinances and policies, and that the Division is meeting the needs of the community.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Manages work assignments for and directs daily operations of the Emergency Management Division, related program activities, and support personnel; delegates assignments to subordinates; submits personnel requisitions.
Coordinates the Division's activities with other Departments, Emergency Services managers from other Counties, external agencies, consultants and contractors, and the public; establishes and maintains work relationships which are collaborative, responsive, and effective; serves as liaison to the State Emergency Operations Center (EOC).
Represents the Division to Board of Commissioners, elected officials, and County Manager; approves all executive summaries, budget amendments and other documents being submitted and/or presented to the Board of County Commissioners; provides activity and status reports, updates, study findings, and recommendations to the Board regarding Department operations, programs, and services; provides guidance and advice regarding emergency services, disasters, divisions, programs, and related issues;
drafts new legislation and/or County ordinances as appropriate.
Represents the County to state and federal officials, local businesses, community organizations, citizen groups, the media, and the public; provides information regarding Emergency Management Division, projects and department operations and services; obtains information regarding the Division's performance, community emergency service needs, etc.; responds to inquiries, concerns and/or complaints that cannot be resolved by subordinate managers.
Disseminates and schedules Emergency Management training programs for the Public Safety personnel in the County.
Establishes priorities for Division activities; responsible for elements of the growth management plan; develops short term and long-range strategic plans for the Division.
Formulates, develops, and implements standard operating procedures and policies; monitors implementation of divisional rules and regulations; updates the Division's guidelines according to federal, state, or local legislation.
Schedules and coordinates training for subordinates; ensures proper allocation of personnel and other resources; establishes and maintains a resource deployment/use tracking system to determine actual use.
Prepares long range management plans and growth development plans by compiling statistical/trend data, studying incident trends, analyzing community needs, and following Division and county administrative goals and objectives.
Instructs and directs subordinates regarding proper procedures and protocol of the Division, enforcement of county ordinances and codes, and various other job-related issues; ensures compliance with guidelines, policies, procedures, and divisional regulations.
Administers various programs and contracts for goods and services for the Division; develops bid and project specifications; reviews, evaluates and/or approves work products.
Responds to questions, complaints, and requests for information/assistance from the public, patients, fire, law enforcement, and medical personnel, various agencies, employees, volunteers, elected officials, supervisors, or other individuals.
