WIOA Partnership Administrator (Position #13183) – State of New Hampshire, Department of Education, Division of Learner Support & Bureau of Career Development and Adult Education. 25 Hall Street, Concord, NH 03301. Full‑time, 37.5 hours per week. Salary: $37.22–$46.63 per hour.
Summary:To administer the Workforce Innovation and Opportunity Act (WIOA) Workforce Partners grant programs’ long- and short-term organizational goals by authorizing, directing and monitoring statewide implementation of workforce development funding, policies and procedures in accordance with state guidelines and federal requirements under the Workforce Innovation and Opportunity Act and The Strengthening Career and Technical Education for the 21st Century Act (Perkins V).

Minimum Qualifications:- Bachelor's degree and 7 years of experience OR equivalent combination of 11 years of education and experience after completion of high school. Education and experience must be in educational administration, adult education, or business management, with 4 years in a management-level position involving administrative or supervisory duties.

Detailed Tasks (Standard):

Detailed Tasks (Agency/Position Specific):- Authorizes the development, implementation, monitoring and evaluation of long-range, statewide policies, procedures and plans for the administration of workforce development programs overseen by the Bureau of Career Development including intra-departmental initiatives that support the agency’s objectives and goals.
- Analyzes, develops, authorizes and manages the program budgets to ensure proper and efficient allocation of Bureau resources and implements any required fiscal changes for offering quality services statewide in accordance with federal and state requirements, including overseeing programmatic contracts and grants and personnel management.
- Evaluates program operations for effectiveness and proper allocation of resources through a comprehensive monitoring process and extensive data analysis; and implements required technical assistance, reallocation of resources and/or fiscal and programmatic changes, as required.
- Provides planning, development, coordination and evaluation of comprehensive technical assistance and professional development training programs for Bureau and field professionals to integrate evidence-based research and innovative initiatives to ensure program efficiency and high-quality instruction.
- Directs the preparation and the management of all workforce development sub-award competitions, including the oversight and authorization control for the grant allocations and approval data system.
- Monitors the development, implementation and maintenance of a statewide data system for workforce development.
- Serves as the State Director for federal workforce development activities, including oversight of the State’s Administration of High School Equivalency Tests, and is actively engaged with state and federal working groups related to workforce development services to support the purpose…
