Joint Training Requirement Specialist - JTRS - NGB
Arrow Security & Training LLC (AST) is a privately owned training company with our corporate headquarters in Nashua, New Hampshire. AST is a Service-Disabled Veteran Owned Small Business (SDVOSB) who provides tailored military training, training support, and a host of services to government and private sector clients worldwide.
The Joint Training Requirements Specialist supports NGB J-37 by providing joint training and readiness expertise to 54 JFHQ-State and territory organizations across five U.S. regions. Responsibilities include JTS/JELC integration, workshops, exercise support, readiness reporting, briefings, database support, and travel or teleworking. A Secret clearance is required.
Summary of Duties:
- Supports NGB joint training readiness by integrating JTS, conducting state support visits and workshops, developing JTP/JELC products, supporting exercises, managing databases, and reporting metrics.
- Supports JFHQ-State and territory integration of Joint Training System processes.
- Conducts joint training, support visits, workshops, and readiness improvement training.
- Reviews and develops Joint Training Plans, assessments, objectives, and J/AMETLs.
- Provides Observer, Controller, Trainer support during exercises and documents observations.
- Supports JELC planning, execution, evaluation, templates, milestones, and exercise products.
- Maintains training databases, user support, metrics, calendars, rosters, and reports.
- Prepares and presents program briefings, status reports, trip reports, and recommendations.
Position Requirements:
- Provide Joint Training Requirements Specialist Subject Matter Experts to support NGB-J37, 54 States and Territories, JFHQ Staff, and other National Guard organizations.
- Demonstrated familiarity with OSD, combatant command, and National Guard operations, roles and requirements.
- Demonstrated extensive knowledge of the role of the National Guard Bureau and Joint Force Headquarters - State.
- Demonstrated knowledge of the roles and responsibilities of the National Guard Bureau, Army National Guard, Air National Guard, Joint Force Headquarters – State and Joint Task Force organizations.
- Highly Desired:
Current NGB, Joint Agency or Combatant Command experience providing training, education and readiness support and staff officer analysis at the operational level. Previous staff assignment and experience on Joint or Combatant Command Staff. - Contractor shall possess or be eligible to receive and maintain a SECRET facility clearance from Defense Security Services.
- Employees performing work shall have been granted a Secret security clearance from the Defense Industry Security Clearance Office.
- Performance shall be at various locations in the contiguous United States; telework is authorized based on Government needs.
- Maintain proximity and responsiveness to assigned operational region and provide support coverage across multiple U.S. time zones during normal business hours.
- Manage and execute requirements across a decentralized five-region operational framework.
- Demonstrate a high level of competence with all phases of Joint Training System training: requirements, planning, execution, and assessment.
- Use current CJCSI 3500 series guidance and align products with current DoW and National Guard doctrine and internal governance frameworks.
- Provide expertise with classified SECRET and UNCLASSIFIED training management and reporting systems, including Joint Training Database of Record, JTS Phases I-IV, DRRS, JMETL/J/AMETL, JELC, JTP, JLLIS, and related processes.
- Access the Joint Training Database of Record on SIPRnet as needed.
- Be available to serve as Observer, Controller, Trainer (OC/T) during exercises or training events when requested.
- Create products and briefings using existing media/software programs such as PowerPoint, Excel, Word.
