General Statement of Duties:
Performs specialized accounting tasks in support of the County's payroll and other finance operations. Applies established accounting or administrative procedures, bookkeeping principles, and basic fund accounting to review and process payroll, accounting and other fiscal documents. Work involves automated accounting payrolls, ledgers, registers, statements, vouchers, and other fiscal documents. Completes all federal and state payrolls, deductions, journal entries, reconciles accounts or cash, and compiles reports to maintain compliance with state and federal payroll laws.
Assists the Finance Director in specialized data analysis related to budget and accounting systems. Independence of action, judgment, and initiative are required. Work is performed under general supervision of the Finance Director and evaluated through accuracy and completeness of records and reports, and by independent audit of financial records.
- Maintains and processes monthly payroll for County employees; enters payroll and deduction changes, performs payroll calculations (e.g., EMS fluctuating workweek), generates final proof for accuracy, prints payroll checks and direct deposit advices, and disburses to employees; generates monthly reports and journal entries as required.
- Records and prepares all federal and state payroll reports.
- Processes monthly accruals of leave balances and oversees data entry of time records by departments; generates monthly accrual records.
- Works with departments to ensure accurate reporting of time records, including development of spreadsheets.
- Reconciles and processes payments for payroll deductions to vendors through accounts payable and online banking systems; posts accounts payable disbursements and line item transfer requests; maintains monthly reporting and documentation for retiree post-employment benefits.
- Prepares various accounting, financial, or fiscal statements and reports on a monthly, quarterly, or annual basis, including payroll tax reports and W-2s.
- Processes journal entries for weekly drafts of claims payments for medical, dental, prescription drugs, and workers compensation; prepares analysis of these costs for Budget and audited financial statements.
- Reconciles monthly bank statements for the Inmate Fund and employee flexible spending accounts.
- Prepares reports for Cost Share Program for Soil and Water Conservation.
- Reconciles and supports salaries for NC Cooperative Extension through the State; prepares annual voucher of expenses and requests reimbursement.
- Compiles spreadsheets and data for the annual workers compensation audit and the annual financial audit.
- Provides backup support for other accounting functions as needed.

Skills and Abilities
- General knowledge of payroll, employee benefits/leaves, and public bookkeeping practices and procedures.
- General knowledge of laws, rules, regulations, policies and practices in payroll and accounting functions.
- Working knowledge of accounting systems, policies, and procedures.
- Working knowledge of payrolls and computer operations.
- Ability to understand and apply policies to the maintenance of financial records and reports.
- Ability to use a calculator and a computer for maintaining accounting, payroll, and other fiscal records; perform arithmetic computations accurately.
- Ability to maintain accurate records and prepare a variety of reports; verify documents for accuracy and completeness.
- Ability to establish and maintain effective working relationships with department heads, employees, and the public; communicate effectively in oral and written forms.
Education and Experience
Graduation from high school with additional coursework in accounting or bookkeeping and substantial experience in an accounting or fiscal office environment; or an equivalent combination of education and experience.
