Adult Services Unit (SW III - Adult Care Home Specialist). Prefer experience reviewing medical records, working in investigations, long term care, adult day care, adult day health and/or with adult population. Required the ability to work effectively with facilities, residents and populations with Mental Health issues.
I.A. Primary Purpose of Organizational UnitThis position is assigned to the Adult Services Unit, which is part of the Service Division for the local Department of Social Services. This unit provides services to adults residing in Nash County. In addition, the unit operates emergency assistance programs in the agency. This specific position will provide Adult Care Home Specialist duties.
B. Primary Purpose of PositionThe primary purpose of the Adult Care Home Specialist (ACHS) is to recruit and promote development of adult care facilities. The ACHS provides consultation and technical assistance to administrators, reviews and assess completion of licensure applications, monitor and document facilities compliance with licensure rules and standards. The ACHS performs an annual assessment of each licensed facility and develop a work plan that will be monitored.
The ACHS will investigate all complaints and, if complaints are substantiated, will assist the facility in developing a plan of correction. The ACHS offers and proves general services for residents who reside in these facilities.
The normal work hours are from 8:00am until 5:00pm. The agency has allowed workers to participate in a flex time schedule beginning as early as 7:30am and as late as 5:30pm. This worker will be on call for any emergencies that may arise at the facilities. The worker may have to work overtime on some occasions for which the/she receives compensatory time or payment for time.

II.A. Duties and Responsibilities1. ADULT CARE HOME SPECIALIST (75%)
As ACHS, primary duties are to monitor compliance with state licensing rules and standards, to recruit, license, re-license, investigate complaints, and investigate unlicensed facilities.
The ACHS worker develops a knowledge base of licensing rules and standards and provides prospective administrators with information in the areas of philosophy of adult care needs of agency and disabled needs for additional beds, the social and economic factors affecting the needs of the home, the statutory framework in which licensure and supervision is carried out; the Civil Rights Act, local zoning ordinances, Resident’ Bill of Rights, and the licensing rules and standards.
Adult Care Home Specialist will complete an annual assessment and evaluate all licensure requirements with an administrator or his/her designee that may include licensing procedures, medical for staff, contacting reference, requesting floor plans, fire and sanitation reports, reviewing the facilities’ policy and procedures, manuals, making the preliminary assessment of existing building, etc. The Adult Care Home Specialist will summarize and evaluate all new licensure materials and submits recommendations to the Division of Facility Services for licensure.
The ACHS completes an annual work plan in order to monitor all areas of compliance for the renewal of annual licenses. ACHS is responsible for monitoring all licensed beds in the county to ensure that each resident receives the services that has been ordered by their doctor. The ACHS must be able to work and make life‑threatening decisions regarding the client life‑threatening situations independently.
The ACHS must be able to assess a situation in a facility and determine its severity based information collected, if immediate action should be taken in order to ensure safety and well‑being of residents in the facility.
