Position:
Contract – 37.5 hours per week, 3‑month term.
The Contract Compliance Officer will be responsible for the administration of state and federal nondiscrimination programs including Title VI, Equal Employment Opportunity, and Small Business Development. The focus will be primarily on the Small Business Development Program and Disadvantaged Business Enterprise (DBE) concerns.
EssentialJob Responsibilities
- Administrative management of the DBE program, leveraging data analytics and business management solutions to provide compliance assessments and reviews.
- DBE Certification / Renewal
- Process applications for certification
- Process renewals/expansions of certification
- Ensure accuracy and completeness
- Conduct on‑site interviews as part of the certification process
- Maintain TDOT DBE internal listing
- Maintain internet DBE database
- DBE Compliance
- Participate in goal setting
- Ensure DBE goal‑tracking formulas are correct
- Complete and submit bi‑annual FHWA reporting documents
- Communicate and resolve issues with primes and DBEs
- Investigate compliance issues to prevent fraud or abuse
- Project Goal Setting for Enhancement Grants / Local Programs
- Work with Local Programs Office to ensure proper usage of DBEs
- Review DBE goals on projects and approve DBEs for goal projects
- Conduct data analytics prior to DBE goal setting per project
- File Management
- Maintain required files and documentation
- Ensure chain of custody and confidentiality per guidelines
- Data Analytics
- Use data analytics tools to identify compliance risks
- Use data visualization tools to communicate findings and patterns
- Graduation from an accredited college or university with a bachelor’s degree.
- Three years of experience in: (a) analysis of data related to fiscal or client policies; (b) implementation of equal employment opportunity policies; or (c) inspection or design of highway construction projects.
- Alternatively, up to four years of full‑time professional experience in the above areas may substitute for the required education on a year‑for‑year basis.
- Experience analyzing data from Power BI or Microsoft Excel
- Prior experience interpreting federal and state policies and regulations
- Comfortable dealing with external customers
Results‑driven, clear, concise, proactive communicator who demonstrates sound judgment and delivers high‑quality decisions in fast‑paced or ambiguous situations. Capable of building strong collaborative relationships to achieve division goals.
Candidate RequirementsThree‑month, full‑time contract (37.5 hours per week). First couple of weeks: daily on‑site training, then three days in office weekly with two remote days.
Location:
Nashville, TN. Salary range: $90,000.00–$.
