  • Manage incoming contract requests by confirming service need, funding source, period of performance, and required deadlines
  • Develop or refine Scopes of Services to align with program intent, funding allowability, and state contracting rules
  • Prepare and validate contract budgets, including line‑item structures, attachments, and maximum liability
  • Determine the appropriate contract pathway (new, renewal, amendment, termination) and create backward timelines to avoid service gaps
Competitive Procurement Management
  • Identify when procurements require competition and coordinate with procurement staff
  • Support development of competitive documents such as RFAs/RFGPs, using approved templates and scoring structures
  • Manage competitive processes, including event schedules, required postings, evaluator coordination, and documentation compliance
  • Ensure competitive integrity by completing required forms, verifying attachments, and maintaining audit‑ready files
Contract Tracking & Workflow Management
  • Use Caspio daily to initiate, route, and track the full lifecycle of contracts
  • Maintain accurate records including vendor details, contract dates, maximum liability, funding sources, and workflow milestones
  • Monitor workflow stages, resolve “send‑back” items, and resubmit corrected packages promptly
  • Use reporting views to identify expiring contracts, prioritize renewals, and monitor open requests
Submission & Execution Support
  • Submit complete contract packages to the procurement office, including all required forms and endorsements
  • Coordinate revisions requested by fiscal, legal, procurement, or leadership teams
  • Confirm execution of agreements and ensure identifiers and documentation are uploaded and communicated to stakeholders
Contract Lifecycle & Performance Tracking
  • Maintain a live tracker in Caspio or Excel with key details such as request dates, submission dates, current status, and execution timelines
  • Proactively manage new contracts, renewals, amendments, terminations, and closeouts
  • Ensure all documentation is complete, accurate, and retained according to audit and compliance rules
  • Review invoices for accuracy, alignment to contract terms, required documentation, and deliverable completion
  • Stamp, code, route, and process invoices within five business days
  • Track invoice status in Caspio and follow up on items stalled in workflow
  • Maintain monitoring files to track spend-to-date, remaining balances, invoicing cadence, and risk indicators
  • Identify and escalation risks such as late invoices, missing documentation, overspend concerns, or contract end‑date gaps
  • Provide regular status updates to leadership on contract progress, execution timelines, and payment status
Stakeholder Coordination & Program Support
  • Provide contract development support to program staff from draft to execution
  • Serve as a liaison across program, fiscal, procurement, and legal teams to keep contracts moving efficiently
  • Maintain well‑organized files including competitive documents, drafts, approvals, executed agreements, amendments, and invoice support
Skills &

Qualifications:


Required
  • Bachelor’s degree or qualifying equivalent experience (up to four years may substitute year‑for‑year)
  • Five or more years of increasingly responsible administrative or contract‑related experience
  • Understanding of grant cycles, procurement processes, budgets, and contract workflows
  • Ability to thrive in a fast‑paced environment with strict deadlines
  • Strong project management, organization, and communication skills
  • Ability to handle confidential information and sensitive matters with discretion
  • Self‑starter with the ability to manage multiple contracts simultaneously
Preferred
  • Experience with grant‑funded programs, government contracting, or public health initiatives
  • Familiarity with competitive procurement processes (RFA/RFGP)
  • Experience using Caspio or similar contract‑tracking platforms
Additional Responsibilities
  • Support program staff by providing templates, guidance, and hands‑on assistance
  • Coordinate across cross‑functional teams to ensure efficiency and compliance
  • Assist with planning, evaluating, and improving contract workflows and processes
