Position Overview
We are seeking an experienced Civil Engineer Project Manager to take over day-to-day management of an ongoing project in Loudon, Tennessee. This is a mid-construction phase takeover requiring a self-starter with strong technical knowledge and the ability to quickly assess project status, build relationships with existing crews and stakeholders, and drive the project to successful completion by December 2026.
The ideal candidate brings hands-on concrete and utilities construction knowledge, a proven track record managing field operations, and the communication skills to coordinate across engineering teams, contractors, inspectors, and municipal stakeholders.
Key Responsibilities Project Takeover & Leadership- Review and assume ownership of all existing project documentation, plans, submittals, and schedules
- Conduct site walkthrough and condition assessment to establish baseline status upon onboarding
- Build rapport with existing subcontractors, field crews, inspectors, and client representatives
- Identify and address any outstanding RFIs, change orders, or unresolved issues from prior PM
- Oversee daily field operations for water main, sewer, and associated civil/utility construction
- Manage construction schedule, budget, and resources to meet December 2026 deadline
- Ensure all concrete work, pipe installation, and utility tie-ins meet design specifications and quality standards
- Coordinate utility locates, inspections, and third-party testing as required
- Review and approve material submittals, shop drawings, and RFIs in a timely manner
- Enforce OSHA safety standards and company safety protocols on-site at all times
- Ensure work complies with local, state, and federal permitting requirements
- Maintain accurate daily logs, inspection records, and progress documentation
- Serve as primary point of contact between the owner, design team, and construction crews
- Provide regular progress updates and reporting to company leadership and the project owner
- Manage and document change order requests and negotiations
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field
- Minimum 7 years of experience in civil/utilities construction project management
- Strong working knowledge of concrete construction practices and specifications
- OSHA 30-Hour Construction certification (required; must be current)
- Proficiency with project management and design software (e.g., AutoCAD, Primavera P6, Microsoft Project, Bluebeam)
- Proven ability to step into an active project mid-construction and take ownership effectively
- Strong leadership, problem-solving, and communication skills
- Competitive hourly / contract rate commensurate with experience
- Per diem provided to cover lodging and meal expenses for project duration

Pay: $65.00 - $70.00 per hour
