C. Tune Airport).

Work Type:

Full-Time work as a Hybrid Work Type. Minimum of 3 days in office with 2 remote (Alternative Work Station) days. Some weeks may require more days in office/field for site visits and meetings. Rarely overnight stay is needed. TDOT provides vehicles for work related travel and/or has the ability to schedule flights to airports as TDOT has an aircraft fleet at the John

C. Tune Airport. Equipment (laptop, etc) is provided.

Responsibilities:
  • The essential duties, but not limited to, for Aviation Project Specialist in the Project Management Track include:
  • Assigned approximately 10 to 15 public-use airports for which they perform the following:
  • Coordinate the development and update of Capital Improvements Plans (CIPs) for each airport annually.
  • Work to identify aviation infrastructure issues for maintenance, repair, safety, environmental, and operational needs.
  • Work to ensure project selection and continuity through collaboration and effective communication with the internal/external stakeholders and project team.
  • Work to plan, develop, assemble and/or review aviation transportation infrastructure plans and supporting documents with the latest CADD computer technology and/or PDF application
  • Understand different funding components available and project selection scoring processes via FAA and TDOT Aeronautics Division
  • Understand and apply techniques, procedures, and design criteria in accordance with technical manuals (i.e. FAA Advisory Circular) to develop and/or implement detailed specifications for aviation projects
  • Review and approve project bid tabulations and federal contracting requirements (i.e. DBE/diversity, labor standards, and Buy American Preference or Build America, Buy America (BABA))
  • Review and approve updates to schedules submitted to document the progress of projects through the project life cycle
  • Ensure invoices are reviewed and processed according to granting requirements
  • Utilize various software platforms in review and maintaining aviation transportation systems, which may include some design work
  • Assist with implementing proactive solutions for engineering concerns to ensure the needs of the project are met
  • Work to understand criteria and key components of technical disciplines within a matrix organization to ensure project successfulness
Overview:

Tennessee Department of Transportation (TDOT) Aeronautics Division supports, promotes, and delivers services that encourage and enhance a sustainable, efficient and safe air transportation system in Tennessee. The division provides financial and technical assistance to publicly owned airport operators for the planning, development, promotion, construction and operation of public-use airports throughout the state. Other engineering and planning services include aviation planning studies, environmental planning and compliance assistance, airport geographic information system (AGIS) studies, and project design consultation services to state public-use airports.

Additionally, the Aeronautics Division administers and programs both state and federal funding for Airport Capital Improvement Plan (ACIP) projects in accordance with applicable state and federal regulations. The division is also responsible for annual airport safety and maintenance inspections, maintaining a statewide airport system plan, promoting aviation education throughout the state, and providing flight services to all branches of state government.

Tennessee's 76 public-use airports are critical components of the nation's and state's transportation networks, linking and providing access to regional, national and global transportation systems. Tennessee's unique geographic location in the middle of the country provides convenient business and logistics access to domestic and global markets. In fact, Tennessee is home to Fed Ex World Hub at Memphis International Airport, the nation and world's busiest cargo airport, as well as Nashville International Airport, the nations fastest growing medium hub commercial service airport .

Aviation infrastructure and related aeronautical activities throughout Tennessee are vital part of the state's infrastructure network contributing an estimated $40 billion in total economic activity annually to the state's economy; representing associated tax revenues of $1.12 billion and supporting 220,936 jobs in aviation related industries.
