Position Summary

This position is in the Aeronautics Division – Project Development and Delivery – Planning & Environment Section. The Planning & Environmental Technical Specialist supports sustainable and compliant airport development through comprehensive planning and environmental documentation. The role collaborates with TDOT Aeronautics Teams, other TDOT Divisions, the Federal Aviation Administration (FAA), state and local government officials, airport sponsors, and the general public to facilitate accurate environmental documentation and efficient project reviews.

Qualifications

Education and Experience:

  • TDOT Technical Specialist I – Bachelor’s Degree in a related field of study.
  • TDOT Technical Specialist II – Bachelor’s Degree and 1 year of demonstrated competency in a related field.
  • TDOT Technical Specialist III – Bachelor’s Degree and 2 years of demonstrated competency in a related field.

Special

Qualifications:

Some positions may require professional licenses and/or certifications. Possession of a valid Class D driver’s license is required for operating vehicles in the State of Tennessee.

Knowledge, Skills, Abilities, And Competencies (KSACs)
  • Knowledge of transportation engineering principles

  • Ability to maintain effective work relationships with individuals and groups, both internal and external
  • Ability to manage time and prioritize work items to ensure project assignments are completed
  • For TDOT Technical Specialist III:
    Ability to resolve conflicts, coach, and mentor others and support a culture of accountability, collaboration, and accomplishment
  • Ability to analyze a process and offer actionable feedback to improve effectiveness, quality, and efficiency
Conditions of Employment
  • Incorporating overtime, weekends, and night shifts into schedules as required
  • Extended durations outdoors in extreme weather conditions
  • Working in and around construction and vehicular traffic
  • Walking on uneven terrain
  • Climbing ladders and construction scaffolding
  • Carrying equipment and samples in excess of 25 pounds

Responsibilities

Essential Job Duties of Technical Specialist I, II, and III:

  • Implement federal and state environmental policies, technical guidance, procedures, rules, regulations, and laws related to airport projects.
  • Assist with developing, implementing, and maintaining statewide processes that support consistent compliance reviews.
  • Support risk mitigation by identifying potential environmental, regulatory, funding, or other factors that may impact airport projects.
