Overview
Senior Technical Specialists are advanced‑level professionals responsible for professional transportation planning and public outreach work; collecting and analyzing data and information; developing technical reports, grants, and contracts; and consulting with regulatory agencies. They are actively engaged in the development, analysis, interpretation, and administration of contracts and grants, may also be tasked with leading financial plan development, compliance and quality reviews, and auditing functions.
Employees in this classification series will be highly proficient in the use of computers, data analytic tools, highly technical field equipment, materials sampling and testing, technical drawing development, and report writing. A Senior Technical Specialist is expected to use sound judgment and decision‑making skills to provide direct oversight and to work independently on highly complex duties. The Senior Technical Specialist will be expected to work both independently and with a team, performing expert skill‑level technical duties, assist with office and field/laboratory training, and mentor junior staff while reporting all unusual issues to a supervisory level.
Salary:
Monthly $5,647.00 – $7,326.00;
Annual $67,764.00 – $87,912.00.
Location:
Davidson County, TN (Professional Services Division – Professional Services and Contract Services Sections). The position is hybrid: 3 days in office and 2 days remote, following onboarding and training.
- Bachelor's degree and 3 years of demonstrated competency in a related field, or
- Master's degree and 2 years of demonstrated competency in a related field.
- Professional licenses and/or certifications (if required).
- Class D driver's license valid for use in operating vehicles in the State of Tennessee.
- Communicating effectively with internal and external stakeholders in a professional and courteous manner.
- Applying engineering principles and transportation finance principles.
- Applying state and federal regulations to transportation projects.
- Technical report writing and development of contract principles and applications.
- Maintaining effective work relationships with individuals and groups, both internal and external.
- Managing time and prioritizing work items to ensure project assignments are completed.
- Using critical thinking to problem‑solve and make informed decisions.
- Following, providing, and supporting verbal and written instructions.
- Conducting work with precision and a high degree of accuracy.
- Working in project teams and resolving conflicts, coaching, and mentoring others.
- Analyzing processes and offering actionable feedback for improving effectiveness, quality, and efficiency.
- Incorporating overtime, weekends, and night shifts into schedules as required.
- Extended durations outdoors in extreme weather conditions.
- Working in and around construction and vehicular traffic.
- Walking on uneven terrain and climbing ladders and construction scaffolding.
- Carrying equipment and samples exceeding 25 pounds, driving long distances, and wearing personal protective equipment.
- Sitting for extended periods while driving or working on computers, standing for extended periods while working outdoors or in a laboratory setting.
- Read, interpret, and apply statutes, regulations, policies, plans, specifications, standards, grant language requirements, contract requirements, and funding applications.
- Perform financial reporting and documentation activities to ensure compliance with contract requirements.
- Research and analyze data sets, preparing reports on investigation, assessment, and development of recommendations to solve transportation planning, environmental, modeling, design, construction, and material testing issues.
