Salary: $6,267 monthly ($75,204 annually)
Hybrid: 3 days in office and 2 days remote after onboarding and training.
Senior Technical Specialists are responsible for professional transportation planning and public outreach, collecting and analyzing data, developing technical reports, grants, and contracts, and consulting with regulatory agencies. They lead contract and grant administration, financial plan development, compliance and quality reviews, and auditing functions. With advanced technical skills, they use data analytic tools, field equipment, sampling, and report writing to support transportation projects across all modes.
QualificationsEducation and Experience:
- Bachelor’s degree and 3 years of demonstrated competency in a related field.
- OR Master’s degree and 2 years of demonstrated competency in a related field.

- Read, interpret, and apply statutes, regulations, policies, plans, specifications, standards, grant language, contract requirements, and funding applications.
- Perform financial reporting and documentation to ensure contract compliance.
- Research, analyze data sets, and prepare reports for transportation planning, environmental, modeling, design, construction, and material testing issues.
- Use advanced computer software and technical field/laboratory equipment to analyze, model, design, and report numeric and technical engineering and financial data.
- Negotiate complex agreements with governmental agencies, consultants, contractors, and stakeholders.
- Lead the development, processing, and monitoring of federal and state funding obligations for transportation projects across TDOT.
- Lead consultation, processing, and monitoring of federal and state regulatory requirements.
- Lead consultant prequalification, selection, invoice processing, and performance assessments.
- Lead geodetic data collection and analysis for horizontal, vertical, and longitudinal control using survey equipment, drones, lidar, and 3D analytical software.
- Lead field surveys, conduct sampling and testing, document activities with pictures and videos, and recommend risk mitigation.
- Analyze, test, and recommend products, including new technologies, for department standards compliance.
- Review, process, and ensure compliance of transportation grant applications from local government agencies.
- Coordinate and communicate with external stakeholders, local government agencies, regulators, contractors, and consultants on complex issues.
- Interpret, communicate, train, and enforce OSHA safety regulations across all employee classifications, locations, and facilities.
- Train and mentor other employees within the discipline.
- Provide feedback to regions, local partners, regulators, consultants, contractors, and legislators to resolve complex projects and program issues.
- Prepare reports, charts, and graphs for data presentation using technical writing skills.
- Plan, develop, and assemble transportation infrastructure survey deliverables with latest computer technology.
- Ensure completion of applicable project deliverables in planning, design, and construction phases.
