INTRODUCTION: Serves as project manager responsible for overall project planning, execution, control and closure of civil works projects associated with flood risk management, navigation, hydropower, environmental, recreation, disaster response and recovery, work for others, water supply, special projects and other civil works related activities.

PERIOD OF ASSIGNMENT: PERMANENT

• Serve as project manager responsible for overall project planning, execution, control and closure of a wide range of civil works and/or interagency support projects.
• Lead multi-disciplinary project delivery teams and manages resources in planning, engineering, acquisition, construction, real estate and other supporting activities with delegated decision authority to meet project objectives.
• Serve as the primary point-of-contact with sponsor/stakeholders; various federal, state and local government agencies;
  Congressional interests; and other external organizations.
• Provide input and assistance to budget development and defense processes;
  District programming decisions and operating budget.
• Keep leadership informed about projects through routine updates, project review boards, and other briefings.

APPLICABILITY/AREA OF CONSIDERATION: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
