Overview of the Position The U.S. Probation and Pretrial Services Office for the Middle District of Tennessee is accepting applications for a Budget Analyst to support the Probation and Pretrial Services Office. The successful candidate will report to the Fred
D. Thompson U.S. Courthouse & Federal Building in Nashville, Tennessee.
The Budget Analyst is responsible for assisting in the support of the financial operations of the probation and pretrial services office. This work requires processing a high volume of financial transactions, interpreting and applying complex rules and regulations, maintaining a high level of processing accuracy, attention to detail and timeliness, and providing excellent customer service. The Budget Analyst performs and coordinates administrative, technical, and professional work related to financial and accounting activities, including ensuring compliance with appropriate guidelines, policies, and internal controls.
The incumbent prepares, updates, and processes a variety of accounting records, financial statements, reports, and oversees budget preparation, accounts payable and accounts receivable activities, conducts internal controls reviews, develops recommendations on procedures for improvements, and policy development regarding financial matters. The Budget Analyst will report to the Court Unit Executive or their designee.
Minimum The successful candidate will possess:
- Bachelor’s degree from an accredited college or university in a closely related field
- One year of specialized experience
- Strong written and verbal communication skills
- Extraordinary attention to detail
- Excellent organizational and time management skills
- Spatial reasoning skills
- Strong customer service skills and ability to deal with a wide variety of people, tactfully and courteously
- Ability to use independent judgment
- Availability to occasionally work overtime and overnight travel
To be eligible for appointment at classification level CL-27, a candidate must possess the minimum qualifications, a minimum of two years of specialized experience, and progressively responsible professional experience in at least one functional area of financial management and administration such as budget, accounting, auditing or financial reporting that provided the knowledge of rules, regulations, and terminology of financial administration.
A successful candidate must be professional, customer service oriented, responsible, organized, and meticulous, possessing strong analytical skills, discretion, tact, good judgement, initiative and the ability to maintain confidentiality and work with a wide variety of people with diverse backgrounds.
The candidate must have strong verbal and written communication skills, excellent customer service skills, and be computer savvy, including proficiency with Microsoft applications, Adobe Acrobat and other basic computer software programs.
A proactive and collaborative team attitude, and a willingness to adapt to a changing work environment are essential to maintain the probation office’s quality standards. The individual selected must understand and abide by the rules, policies, and regulations of the Federal Court system.
Preferred In addition to the minimum qualifications, preference will be given to candidates who also possess any of the following:
- Professional experience in two or more functional areas of financial management
- Experience leading the work of others in a professional setting
- An advanced degree in finance from an accredited college or university
- Knowledge of federal judiciary policies, practices, regulations, and terminology related to federal court administration financial transactions (such as trustee payments, travel expense reimbursement, victim restitution, criminal debt management and payment for procured goods and services)
- Knowledge of, and compliance with, the Judicial Code of Conduct for Judicial Employees and court confidentiality requirements
- Ability to consistently demonstrate sound judgment and high ethical standards
- Knowledge of basic accounting principles, internal controls, and separation of duties
- Knowledge of financial systems and how to use automated systems to perform day-to-day activities
- Knowledge of the accounts, procedures, and applicable financial automated systems of the judiciary. Skill and accuracy in working with numerical calculations.
