Job Overview

The Tennessee Emergency Management Agency is currently accepting resumes for the position of Emergency Management Administrator 2 Training and Exercise Manager located in Nashville. This position is for a highly skilled leader to administer and oversee the state-level emergency management training and exercise program. Coordinates strategic effort to plan training and exercise deliveries to build capabilities and essential skills for state and local government agencies charged with specific functions in times of emergencies.

Ensures state and county governments have access to requested training and exercise programs and provides guidance on Training and Exercise needs assessment efforts. Ensures compliance with the supporting federal non-disaster grant programs, including the Emergency Management Performance Grant (EMPG) program and State of Tennessee procurement rules. Oversees the administration of the enterprise Learning Management System (LMS) that automates training and exercise processes, including training student registration and training instructor management.

Implements and utilizes the LMS to support asynchronous training and exercise event delivery to meet customers where they are. Works closely with TEMA Regional Offices to develop and implement a shared service delivery model that supports local training and exercise events in accordance with available staff and fiscal resources. Writes and submits detailed reporting summarizing grant spending, training and exercise statistics, and other related activities for the Assistant Director for Preparedness.

Composes correspondence dealing with subject matter in ways that call for considerable discretion and involve some judgment or negotiation, replying to inquiries, presenting, or requesting information. Manages the data collection and analysis process for state capability and gap reports. Oversees collaborative efforts to ensure all training courses adhere to standards for curriculum design, integrity of training material content and delivery requirements, and adherence to training material standards and approved learning objectives for students and participants in accordance with program requirements and guidelines.

Motivates the efforts of public agencies, businesses and industry, and non-governmental agencies to support exercise activities within their scope. Participates in the development of instructional materials to improve education and training programs and methods. Analyzes existing policies and procedures and develops methods for improvement. Completes internal training requirements, and emergency management grant training and exercise requirements. Supports additional FEMA, Homeland Security, and Hazardous Materials training programs.

Supports Homeland Security Exercise and Evaluation Program (HSEEP) activities and the development, delivery, and after-action improvement planning of exercises statewide. Supports radiological emergency preparedness and fixed nuclear facility training and exercise activities.…
