Position: Senior Manager for Housing Programs (ASDM)

Position Description

The Senior Manager for Housing Programs is a leadership position within the Metro Nashville Planning Department’s Housing Division. This role is central to advancing housing efforts across the city through implementation of the Unified Housing Strategy and the administration of local, state, and federal housing programs. The position reports directly to the Director of Housing and works collaboratively with a wide range of stakeholders, including Metro departments, boards, and commissions;

local and state housing and social services agencies; and federal agencies such as the U.S. Department of Housing and Urban Development (HUD).

Typical Duties
  • Program Leadership & Strategy
  • Launch and implement programs outlined in the Unified Housing Strategy.
  • Integrate policy goals across housing programs and initiatives.
  • Apply national best practices in affordable housing program development.
  • Grant and Program Management
  • Manage or oversee the administration of local housing programs and major grants (e.g., Barnes Fund, HUD PRO Housing Grant, disaster recovery grants).
  • Draft project charters, budgets, RFPs, and funding applications.
  • Oversee work performed by grantees, contractors, and vendors.
  • Ensure program integrity, data quality, and performance metrics are met.
  • Team and Operational Oversight
  • Supervise and support Housing Programs staff, including Housing Programs Specialist, Housing Response Coordinator, and Housing Trust Fund staff.
  • Develop team workplans and standard operating procedures to ensure effective operations and high-quality service delivery and performance.
  • Manage hiring, performance evaluations, and training.
  • Community Engagement & Collaboration
  • Represent the Housing Division at public events, panels, and presentations.
  • Work collaboratively with internal and external partners to align efforts.
  • Engage the community and stakeholders to assess program effectiveness.
  • Data and Reporting
  • Use data and feedback to guide and refine programs.
  • Prepare reports, evaluations, and recommendations.
Minimum Qualifications

Bachelor’s degree from an accredited college or university and a minimum of eight (8) years of progressive managerial and administrative experience directly related to affordable housing programs.

  • Additional experience may be considered in lieu of the degree on a 1:1 ratio.

Residency Requirement

Per Metro Ordinance No. SO94-1078, all employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience , Knowledge, Skills, And Abilities
  • Knowledge of local housing challenges and innovative, data-informed solutions
  • Knowledge of affordable housing development finance and policy principles
  • Experience managing local, state, and federal housing programs
  • Skill in drafting operational documents such as project charters, RFPs, and SOPs
  • Experience in HUD CPD and CDBG-DR Grant and/or housing trust funds
  • Experience using Microsoft Teams
