Position Overview

The Program Evaluation Lead is responsible for developing and implementing program evaluation, data collection, and quality improvement strategies for Surveillance Systems and Informatics (SSI) programs. This role manages evaluation and data collection activities, analyzes data, prepares reports, and ensures data is collected and reported accurately according to established protocols.

The Program Evaluation Lead also provides training and guidance to staff on evaluation processes, metrics, data collection, and quality improvement practices. The position works closely with SSI and CEDEP programs, management, regulatory entities, academic partners, and other stakeholders to incorporate evaluation findings into program planning and quality improvement initiatives.

Key Responsibilities Data & Program Evaluation
  • Develop and implement evaluation strategies, tools, and data collection plans in collaboration with management.
  • Integrate data evaluation and quality improvement activities into program planning, reporting, and staff meetings.
  • Develop and implement surveys, focus groups, stakeholder interviews, and other evaluation methods.
  • Analyze program data and publicly available data sources, including comparative analysis.
  • Prepare periodic monthly, quarterly, and annual reports for program managers and senior leadership.
  • Assist stakeholders with data interpretation and translating findings into actionable insights.
  • Monitor data integrity and identify and resolve data entry or reporting issues.
  • Troubleshoot data collection and entry processes to ensure compliance with established protocols and evaluation plans.
  • Maintain accurate records, documentation, databases, and evaluation materials.
  • Develop and maintain database and data collection procedure manuals.
  • Stay current with trends, research, and best practices in public health research, program evaluation, and quality improvement.
Leadership & Coordination
  • Coordinate data collection and data entry responsibilities among program staff.
  • Coordinate implementation, collection, analysis, and reporting of evaluation tools.
  • Lead program evaluation and quality improvement training and orientation for staff.
  • Provide ongoing support and guidance to team members on evaluation processes, metrics, and best practices.
  • Promote a culture of data-driven quality improvement across SSI and CEDEP programs.
  • Work with internal and external stakeholders, including regulatory organizations and academic partners.
  • Support programs in incorporating evaluation findings into quality improvement plans and monitor implementation.
Minimum Qualifications
  • Master's degree or equivalent work experience in Public Health, Community Development, or a related field
    .
  • 3+ years of experience developing and implementing program evaluation strategies, including surveys, focus groups, and stakeholder interviews.
  • 3+ years of experience analyzing data and preparing reports using available data sources.
Required Skills & Abilities
  • Experience with complex data collection, data entry, data analysis, and reporting.
  • Experience performing comparative analysis using publicly available data sources.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Excellent attention to detail and organizational skills.
  • Strong ability to manage multiple priorities and work under strict deadlines.
  • Proficiency with Microsoft Office and online data collection/data entry platforms.
  • Ability to lead and influence others without formal authority.
  • Ability to gain cooperation from staff for data collection, entry, and evaluation activities.
  • Strong written and verbal communication skills.
  • Ability to work independently with minimal supervision and collaboratively within an inter-programmatic team.
  • Ability to work effectively with individuals with varying levels of technical/computer proficiency.
  • Ability to handle confidential information in accordance with applicable policies and procedures.
  • Strong ability to manage deadlines, complex projects, and competing priorities.
