Business Development Manager
CGL is a provider of justice facility planning, design, and program management and maintenance solutions to justice facilities and other public facilities throughout the U.S. and internationally. A Brief Overview The Business Development Manager supports the growth of the Justice Services division by identifying, developing, and advancing business opportunities with correctional agencies, courts, and other public sector clients. Working closely with senior business development and operational leaders, this role develops client relationships, identifies upcoming opportunities, coordinates pursuit activities, and supports proposal development to help achieve the Company's strategic growth objectives.
What You Will Do
- Identifies and researches prospective clients, upcoming procurements, and emerging market opportunities within the justice sector.
- Develops and maintains relationships with current and prospective clients through regular communication, industry conferences, networking events, and client meetings.
- Represents CGL professionally at conferences, trade shows, and association meetings. Supports the development and execution of business development plans established by senior leadership.
- Coordinates client meetings, introductions, and follow-up activities.
- Works with operational and technical staff to qualify opportunities and develop pursuit strategies.
- Assists with proposal development, interview preparation, and presentation coordination.
- Leads external project teams in initial site and development planning with design and construction partners.
- Maintains accurate opportunity information, client contacts, and activity records within the Company's CRM system.
- Monitors market trends, procurement forecasts, and competitor activity.
- Assists with marketing campaigns, conference planning, and business development initiatives.
- Collaborates with marketing, proposal, and technical teams to ensure timely delivery of high-quality pursuit materials.
- Maintains a high level of professionalism while developing long-term client relationships built on trust and credibility.
- Travels as necessary to support client meetings, conferences, and business development activities.
- This position requires driving for the Company using either
1) a Company vehicle, at any frequency from Rarely to Constantly; or,
2) a Personal or Rental vehicle to conduct Company business more than 50% of the time to perform work duties.
Education Qualifications
- Bachelor's Degree in Sales, Marketing, Business Administration, or related field required.
Experience Qualifications
- 3-7 years of business development, sales, account management, consulting, or public sector experience required.
- Experience working with government agencies preferred.
- Experience supporting proposal or procurement pursuits preferred.
- Demonstrated ability to build professional relationships and communicate effectively with clients required.

- Must be detail-oriented with a concern for quality expressed by continually initiating system and process improvements.
- Self-motivated with the ability to work independently while collaborating effectively with cross-functional teams.
- Strong presentation and networking skills.
- Ability to quickly learn CGL's service offerings and communicate their value to prospective clients.
- Proficient with Microsoft products (Word, Excel, PowerPoint, and Outlook) and CRM software.
- Willingness to travel as required.
- Requires a detail-oriented, self-starter who takes initiative, is able to prioritize, and multitasks in a busy environment.
- Demonstrated strong customer service skills and ability to present at all levels of the organization.
- Must demonstrate strong written and verbal communication skills and interpersonal skills, particularly the ability to communicate effectively with all levels of management and industry professionals.
Licenses and Certifications
- DL NUMBER - Driver's License, Valid and in State required.
