QualificationsEducation and Experience:
Bachelor's degree and two years of experience in application design, systems analysis, or software development.
Substitution for Bachelor's degree:
Relevant IT Associate's Degree.
OR
An Associate's degree and two years of related IT experience may substitute for the bachelor's degree requirement.
Substitution of Experience for
Education:
Related IT experience may substitute for the required bachelor's degree on a year-for-year basis to a maximum of four years.

The Software Developer
¿ Advanced supports the design, development, modernization, and ongoing product support of complex enterprise applications that enable critical State business operations. The position requires advanced Java development, SQL, API development, production troubleshooting, secure coding, cloud-native practices, responsible use of approved artificial intelligence tools, and long-term ownership of enterprise products.
- Design, develop, enhance, and maintain complex enterprise Java applications supporting critical State business functions and high-availability systems.
- Design, develop, and maintain RESTful APIs, web services, backend services, and user interfaces using Java, Spring Boot, and Node.js.
- Design, develop, optimize, and troubleshoot complex SQL queries, stored procedures, database objects, and data integrations supporting enterprise applications.
- Analyze production incidents by reviewing application logs, debugging application code, tracing data flows, identifying root causes, and implementing sustainable corrective solutions.
- Modernize legacy applications through Java upgrades, including Java 17, Java 21, and future long-term support releases; framework upgrades; migration to Open Shift; containerization; and adoption of cloud-native development practices.
- Participate in application architecture, technical design, and solution planning to ensure scalability, maintainability, security, accessibility, and long-term supportability.
- Utilize Git for source control, branching strategies, pull requests, code reviews, merge conflict resolution, and release management in accordance with established development standards.
- Participate in Agile product teams that deliver continuous enhancements, production support, security remediation, technical debt reduction, and application lifecycle maintenance.
- Support enterprise applications throughout the product lifecycle by performing ongoing maintenance, incident resolution, defect correction, performance optimization, security remediation, and incremental business enhancements.
- Participate in product planning activities, including backlog refinement, technical estimation, sprint planning, release planning, prioritization, and continuous product improvement.
- Collaborate with business analysts, product owners, QA engineers, database administrators, infrastructure teams, security personnel, and agency stakeholders to translate business needs into effective technical solutions.
- Perform peer code reviews, implement secure coding practices, remediate vulnerabilities, maintain technical documentation, and ensure compliance with enterprise development standards.
- Use approved AI-assisted development tools to improve productivity through code suggestions, test creation, documentation, log analysis, troubleshooting, modernization, and code quality improvements.
- Validate all AI-generated code, documentation, test cases, and technical recommendations for accuracy, security, privacy, accessibility, maintainability, licensing, and compliance before use.
- Evaluate and recommend technologies, frameworks, development tools, and AI-assisted capabilities that improve application performance, quality, maintainability, scalability, and operational efficiency.
- Mentor less experienced developers by sharing technical knowledge, reviewing code, and promoting sound development and product support practices.
