Assistant Director of School Business Operations (3127)

Job GoalThe Assistant Director of School Business Operations serves as the principal advisor to the Assistant Superintendent of Finance in matters related to fiscal, management, budget, and planning programs and services of the Natick School District.
Responsibilities- Supervise business office functions including accounts receivable, accounts payable, payroll, purchasing, procurement, facility rental, and day‑to‑day operations of the Natick Public Schools Business Office.
- Assist the Assistant Superintendent for Finance and Operations in the development and monitoring of the annual operating and cash capital budgets, including research and analysis of data for budget inclusion and compilation of the budget document.
- Stay well-informed about best practices and innovations in public school finance management and oversee compliance with state, town, and district rules, regulations, and policies.
- Develop, review, and maintain up‑to‑date financial policies and procedures for use by school administrators and business office staff, monitoring for compliance.
- Collaborate with key external partners such as the Town of Natick departments, outside auditing firms, and state and federal agencies.
- Oversee the facility rental program and ensure compliance with School Committee policies.
- Provide training and support to district staff on all aspects of business operations.
- Prepare and submit all state and federal required financial reports, including end‑of‑year reports to the Massachusetts Department of Elementary and Secondary Education (DESE).
- Prepare quarterly financial statements and assist with preparation of information for all financial audits.
- Review student activity accounts for compliance with School Committee policy and best practices.
- Assist in developing financial models for collective bargaining, including costs of proposals and contract language.
- Conduct annual internal audits of rotating school accounts to ensure account fidelity.
- Serve as backup and provide oversight and support to the Grants Manager/ Budget Analyst position, reviewing and approving grant applications and coordinating grant submissions.
- Prepare monthly grant expenditure reports for the Assistant Superintendent for Finance and Operations for all grant managers.
- Maintain SAM registration and oversee procurement compliance with state and federal laws.
- Review bid specifications, advertise responses to RFPs/Invitations to bid in accordance with MGL statutes, and ensure compliance with Central Register requirements.
- Review purchase requisitions for accuracy, cost efficiency, and proper accounting, approving those that meet procurement thresholds.
- Manage procurement and financial impact of school copier services and machines.
- Ensure compliance with federal and state regulations regarding the National School Lunch Program.
- Support the Asst. Supt. in managing the Food Service Management Company (FSMC) bid process, preparing and submitting annual compliance documents, and reviewing monthly invoices and meal claims.
- Oversee annual audits of the Food Service program, including DESE Procurement Review and Administrative Reviews.
- Supervise the Free/Reduced application process and verification process, and communicate with families on negative account balances.
- Oversee sustainability practices within the food service program in collaboration with the Assistant Superintendent for Finance and Operations.
- Provide financial information for school-based Medicaid program, manage revenue deposits and vendor payments, and maintain detailed records.
- Other duties as assigned by the Assistant Superintendent for Finance and Operations and/or Superintendent of Schools.
- Strong analytical aptitude and attention to detail.
- Licensed as a School Business Administrator or ability to become licensed by the Massachusetts Department of Elementary and Secondary Education (DESE).
- Designation as Massachusetts Certified Public Purchasing Official (MCPPO) preferred or willingness to work toward certification within the first year of employment.
