Position: City Engineer / Director of Public Works & Engineering

Overview

SUMMARY OF POSITION
The City Engineer / Director of Public Works & Engineering is responsible for the planning, coordination, engineering review, and oversight of the City's engineering and public works functions, including streets, drainage, special projects, and Capital Improvement Plans. The Director ensures that public infrastructure projects are properly planned, designed, reviewed, constructed, inspected, and managed; supervises assigned Public Works and Engineering personnel; and provides professional engineering advice to City management and Council.

Responsibilities
  • In coordination with other City executive team members, serve as subject matter expert on municipal engineering, public works operations, streets, drainage, development-related public infrastructure, capital improvement planning, project delivery, and construction management.
  • Provide information and requested advice to City Manager and Council through written briefs, correspondence, formal presentations, resolutions, ordinances, policies and procedures; participate in development and implementation of the City s Strategic, Comprehensive, and Capital Improvement Plans.
  • Plan, direct, coordinate, and review work plans for engineering, sanitation, streets, drainage, public works, special projects, and the Capital Improvement Plan; assign work activities; review and evaluate work products, methods, and procedures; resolve staff issues.
  • Manage the City s Capital Improvement Program, including scoping, design coordination, budgeting, scheduling, bidding, construction management, inspection, pay requests, change orders, closeout, and reporting; coordinate utility-related capital projects with the Director of Utilities.
  • Design, review, and/or manage capital improvement projects for public infrastructure including streets, drainage, facilities, and other municipal infrastructure projects.
  • Review and comment on engineering construction plans, drainage reports, plats, development proposals, and infrastructure extensions to ensure compliance with City ordinances, standards, specifications, and sound engineering practices.
  • Administer the selection process of consultants and contractors, including advertising, bid reviews, negotiations, contract monitoring, pay requests, change orders, and performance evaluation.
  • Coordinate master planning for streets, drainage, transportation, facilities, and other public infrastructure systems; coordinate with the Director of Utilities to ensure adequate infrastructure for current and future needs.
  • Oversee daily street maintenance, drainage maintenance, signage, right-of-way clearing, and other public works operations through the Streets Superintendent; oversee special projects and cross-departmental initiatives through the Special Projects Superintendent.
  • Supervise, train, assign work, evaluate, and make hiring/dismissal recommendations for assigned staff; ensure compliance with policies, safety standards, and schedules.
  • Develop and manage departmental budgets and capital improvement plans; forecast staffing, equipment, and material needs; monitor expenditures and procurement for assigned functions.
  • Establish departmental policies, priorities, procedures, engineering standards, construction standards, project management practices, and safety protocols.
  • Engage with the public on inquiries related to streets, drainage, public infrastructure, development, and capital projects; coordinate responses with City departments, the City Manager, and Council.
  • Coordinate activities with TxDOT, railroads, Grimes County officials, state and federal agencies, developers, design professionals, contractors, and community stakeholders.
  • Conduct site visits, inspections, field investigations, construction observations, and project evaluations as needed; attend City Council, board, commission, developer, neighborhood, and public meetings to provide technical advice and project information.
Required Knowledge, Skills, and Abilities
