SUMMARY OF POSITION
The City Engineer / Director of Public Works & Engineering is responsible for the planning, coordination, engineering review, and oversight of the City’s engineering, public works related functions including but not limited to streets, drainage, special projects, and Capital Improvement Plans. The Director ensures that public infrastructure projects are properly planned, designed, reviewed, constructed, inspected, and managed; supervises assigned Public Works and Engineering personnel;
and provides professional engineering advice to City management and Council.

Streets Superintendent, Special Projects Superintendent, engineering staff, project management personnel, public works personnel, and other assigned personnel. - Other:
Coordinates with the Director of Utilities, Development Services Director, city departments, developers, engineers, contractors, regulatory agencies, TxDOT, railroads, other governmental entities, and the public.
- In coordination with other City executive team members, serves as subject matter expert on issues associated with municipal engineering, public works operations, streets, drainage, development-related public infrastructure, capital improvement planning, project delivery, and construction management.
- Provides information and requested advice to City Manager and Council through written briefs, correspondence, formal presentations, resolutions, ordinances, policies and procedures, and participates in development and implementation of the City’s Strategic, Comprehensive, and Capital Improvement Plans.
- Plans, directs, coordinates, and reviews work plans for engineering, sanitation, streets, drainage, public works, special projects, and the Capital Improvement Plan; assigns work activities and projects; reviews and evaluates work products, methods, and procedures; and meets with staff to identify and resolve problems.
- Manages the City’s Capital Improvement Program, including project scoping, design coordination, budgeting, scheduling, bidding, construction management, inspection, pay requests, change orders, closeout, and reporting; coordinates utility‑related capital projects with the Director of Utilities.
- Designs, reviews, and/or manages capital improvement projects for public infrastructure, including streets, drainage, facilities, public works infrastructure, and other municipal infrastructure projects.
- Reviews and comments on engineering construction plans, studies, drainage reports, plats, development proposals, and infrastructure extensions to assure compliance with City ordinances, standards, specifications, sound engineering practices, and capacity considerations.
- Administers the selection process of consultants and contractors, including advertising, reviewing bids and qualifications, negotiating agreements, monitoring contracts, reviewing pay requests and change orders, and evaluating consultant and contractor performance.
- Manages and coordinates master planning for streets, drainage, transportation, facilities, and other public infrastructure systems; coordinates utility infrastructure planning with the Director of Utilities to ensure the City’s infrastructure is adequate for current and future needs.
- Oversees daily street repair, street sweeping, maintenance of City signage, right‑of‑way clearing, brush trimming, drainage maintenance, and other assigned Public Works operations through the Streets Superintendent.
- Oversees special projects, project management support, and cross‑departmental infrastructure initiatives through the Special Projects Superintendent.
- Supervises, trains, assigns work to, evaluates, and makes hiring and dismissal recommendations for assigned employees, ensuring that proper policies and procedures are followed, that work and safety standards are maintained, and that work schedules are met.
