POSITION SUMMARY:
Provides financial leadership for all aspects of Thayer County Health Services. Designs, implements and manages all systems for identifying and controlling the income and expenses within the facilities and lines of business including Charge Master oversight; consults with and advises Chief Executive Officer and Board of Trustees regarding plans for generating increased revenue streams and controlling operational costs in relation to the overall goals of the hospital, strategies, the market and the needs of the community, county and extended patient marketplace.
SUPERVISION: Reports to CEO/President.
SHIFT: Full-Time, Exempt, Days

JOB QUALIFICATIONS:
- Bachelor’s Degree in Accounting or Business Administration required. Master’s Degree in Business or Healthcare Administration preferred.
- CPA preferred.
- Minimum of 2-3 years of Critical Access Hospital experience required.
- Minimum of 2-3 years in a healthcare leadership role required.
- Knowledge of CMS regulations and reimbursement policies required.
- Ability to generate, interpret, and take action as it relates to basic financial statements, national and state regulations, and organizational policies and procedures.
- Ability to write reports and various correspondence to effectively present information to a wide variety of parties.
- Ability to solve problems and identify solutions.
- Serves as a member of the Senior Leadership Team.
- Manages the hospital’s financial resources. Responsible for developing a formal budget and supervising the budget process.
- Develops, coordinates and analyzes the hospital’s policies on finance, accounting, insurance, patient billing and internal controls.
- Provides ongoing reviews and analyzes and communicates financial reports and data to the CEO and Board of Trustees.
- Manages the financial policies for the organization to control the receipt of revenue, expenditures of funds and preservation of assets.
- Oversee organizational investment activities to maximize return while minimizing risk.
- Evaluates and recommends to the CEO an appropriate rate/charge structure and any changes as necessary.
- Evaluates the organization’s objectives as they relate to the third-party reimbursement and conducts the appropriate analysis.
- Responsible for developing a three-year capital budget to identify and plan for organizational capital needs.
- Establish and maintain all appropriate records and reports applicable to the financial operation of the organization.
- Review of financial impact of hospital contracts.
- Prepare periodic reports outlining the institutions’ financial position in all areas of assets, liabilities, income and expense based on past, present and planned future operations.
