SUMMARY:

The SORNA Police Officer will be responsible for registering, supervising and monitoring of all sex offenders residing, working or attending school within the boundaries of the Omaha Reservation. To be responsible for all SMART Grant activities of the SORNA Program. This position is to perform a full range of tasks relative to the effective management and enforcement of the Sex Offender Registration and Notification Act (SORNA).

Regular reports will be made to the funding agency stating the activities accomplished and where the activities are located on the timeline. The SORNA Police Officer will be responsible in securing the wellness and safety of the Omaha Tribe of Nebraska citizens and tribal communities.

ESSENTIAL DUTIES and/or RESPONSIBILITIES include the following:
  • Ensures that convicted sex offenders are registered and consistently maintain compliance with Tribal, State, and Federal registration laws.
  • Conduct office interviews and home visits to ensure offenders compliance.
  • Utilizes all suitable methods to aide and encourage offenders to improve their conduct and conditions.
  • Supervises offender's compliance with court orders and/or probation or parole.
  • Refers clients for evaluation for chemical dependency, sex offender treatment programs, etc., and maintains contract on client's fulfillment of mandated court orders.
  • Attends and testifies at court hearings as required.
  • Performs as the liaison with sentencing jurisdiction, court personnel, community groups, service provider organizations, state agencies, and law enforcement agencies.
  • Develops and maintains case files as assigned by supervisor. Ensures that all required documentation is included in case files.
  • Creates and maintains caseload database
  • Conducts law enforcement and community education workshops.
  • Responsible for all the SMART Grant activities.
  • Works with the Finance Department to assure the financial structure of the grant is well maintained.
  • Prepare reports for the SMART Program Manager and the ONLES Chief of Police in a timely manner.
  • Works with procurement to provide all travel and training sessions for the Tribe's SORNA Team and attend all conferences and training as required under this Program.
  • Works closely with the other law enforcement agencies and facilitates activities to reach the goals and objectives of the Program in a timely manner.
  • Works with State and Federal law enforcement agencies and as a member of the Tribe's SORNA Team.
  • Assure the Sex Offender Registry Notification Act is implemented and all codes are followed.
  • Increases Sex Offender compliance through Compliance Sweeps and Sex Offender Group Sessions. (Contract & monitor treatment activities).
  • Ensure that website is maintained regularly.
  • Attend all mandatory trainings and meetings pertaining to tribal and Federal compliance of SORNA.
  • Submits annual reports to the Tribe's Attorney General for approval.
  • Performs other duties as assigned.
QUALIFICATION REQUIREMENTS:

EDUCATION and/or

EXPERIENCE:
  • High school diploma or GED
  • Experience in law enforcement.
CERTIFICATES, LICENSES, and/or REGISTRATIONS:
  • Cleet Officer training & permission for an ONLES background check.
  • Must possess a valid Nebraska Drivers' License and be insurable by Tribal insurance
KNOWLEDGE, SKILLS, and/or ABILITIES:
  • Ability to plan & execute duties and work well with others.
  • Knowledge and use of good judgment with the ability to communicate effectively, both written and oral; with reverence of the Omaha Nation Law Enforcement Services.
  • Knowledge and use of computers and the programs necessary to perform the duties set forth in the grant.
  • Good coordination skills to effect meetings with notices, agendas and minutes of the meetings to the SORNA Team.
  • Background in coordination of services.
