Job Purpose &

Position Overview:

This role will be responsible for creating and directing the emergency management program for the community of Winnebago, NE and the Winnebago Tribe and other jurisdictions within the community.

Specific

Job Duties /Responsibilities:
  • Demonstrates the Winnebago Tribe’s core mission, vision, and values.
  • Set departmental goals and objectives within the context of the Emergency Management Department’s Annual Program Plan; prepare and manage departmental budget
  • Use accepted standards and practices to facilitate the use of the Emergency Management Cycle
  • Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation
  • Prepare, review and periodically revise plans that outline operating procedures to be used in response to and in recovery from disasters or emergencies, such as but not limited to tornadoes, chemical spills, nuclear accidents, and terrorist attacks
  • Propose alteration of emergency response procedures based on regulatory changes, technological changes, or knowledge gained from outcomes of previous emergency situations
  • Maintain and update all resource materials associated with emergency preparedness plans
  • Coordinates and leads disaster response or crisis management activities, such as ordering evacuations, opening public shelters, and implementing special needs plans and programs
  • Coordinates and leads compilation of all insurance related claims and data for incidents occurring within Tribal areas.
  • Develop and maintain liaisons with municipalities, county departments, and similar entities to facilitate plan development, response effort coordination, and exchanges of personnel and equipment
  • Promote and help implement the use of an Incident Management System
  • Maintain on-going professional education to ensure compliance with all emergency management related issues and trends
  • Ensure all aspects of the approved Local Emergency Operating Plan are properly implemented and maintained
  • Meet the performance goals established by the Physical Resource Director(s), CEO, and the Tribal Council
  • Assist/coordinate tribal organization/employee and Tribal Events (LPTC, WPS, HCI, Village of Winnebago, etc.) to complete the proper NIMS training.
  • Keep open communication with FEMA, NEMA, and Local County Representative under Emergency Management Branch.
  • Coordinate/complete all Tribal building evacuation plans within the Winnebago Tribal Organization.
  • Assist with proper training within the organization and proper filed for recertification for emergency response, such as CPR Training & Fire Extinguisher.
  • Scheduling bi-annual drills for each tribal building in case of emergency, such as active shooter, fire drill, tornado, etc.
  • Attend required Physical Resource Departmental Staff meetings.
  • Willing to work more than 8 hours’ day. (after hours is required based off incident or in town training)
  • Attend Tribal Council meetings as requested.
  • Perform other related duties as assigned by Physical Resource Director(s), CEO, and Tribal Council
