Talent Acquisition and HR Operations Specialist

The Talent Acquisition and HR Operations Specialist is responsible for supporting the full employee lifecycle, including recruitment, onboarding, workforce planning, employee transfers, HR administration, and employee engagement initiatives. This role partners closely with Operations, Project Management, Safety, Payroll, and Human Resources teams to ensure staffing needs are met, employees are successfully onboarded and supported, and HR processes are executed accurately and efficiently.

The ideal candidate is highly organized, customer-service focused, detail-oriented, and passionate about creating a positive employee experience while supporting the company's growth and workforce needs.

Responsibilities

Talent Acquisition & Recruiting:

  • Manage full-cycle recruiting for craft, field, and staff positions across all company divisions.
  • Create, post, and maintain job advertisements on recruiting platforms, social media, and industry-specific job boards.
  • Review applications, screen candidates, conduct initial interviews, and coordinate hiring manager interviews.
  • Administer pre-employment assessments and background screening processes.
  • Prepare and extend offer letters and coordinate candidate communications throughout the hiring process.
  • Maintain accurate recruiting records, candidate dispositions, and activity within the Applicant Tracking System (ATS).
  • Develop and maintain recruiting pipelines and talent pools for future staffing needs.
  • Build relationships with staffing agencies, trade organizations, schools, and industry contacts to support recruiting efforts.
  • Update and maintain recruiting reports, staffing forecasts, recruiting logs, and workforce planning tools.
  • Collaborate with project leadership and operations teams to identify current and future manpower needs.

Employee Onboarding:

  • Coordinate and facilitate onboarding for all new hires.
  • Complete new hire checklists and ensure all onboarding requirements are completed accurately and timely.
  • Prepare onboarding materials, presentations, and orientation resources.
  • Introduce new employees to company culture, values, policies, and procedures.
  • Collect, review, and process employment documentation, benefit enrollment forms, and compliance paperwork.
  • Serve as the primary point of contact for new hires during the onboarding process.
  • Schedule and coordinate first-day activities, training requirements, and introductions.

Workforce Planning & Employee Transfers:

  • Coordinate employee transfers between projects and business units.
  • Prepare dispatch letters, transfer paperwork, mileage documentation, and associated employment records.
  • Update project manpower schedules.
  • Manage and track workforce authorizations, certifications, and project-specific personnel requirements.
  • Participate in manpower planning meetings and communicate staffing updates to project leadership.

HR Administration & Employee Support:

  • Maintain personnel files and ensure employee records remain accurate and up to date.
  • Prepare termination documentation and complete offboarding procedures.
  • Assist with HR forms, policies, procedures, and process improvements.
  • Maintain confidentiality while handling sensitive employee information.

Training, Compliance & Documentation:

  • Track and ensure all employee certifications, training requirements, and compliance documentation are properly retained.
  • Update company applications, forms, and electronic workflows as needed.
  • Support continuous improvement initiatives related to HR and operational processes.
Requirements:
  • 3+ years of experience in recruiting, human resources, workforce planning, or employee administration.
  • Personable with a strong customer service mindset and a passion for employee support and engagement.
  • Experience supporting construction, industrial, manufacturing, or project-based organizations preferred.
  • Knowledge of employment practices, onboarding processes, and HR administration.
  • Experience with Applicant Tracking Systems (ATS), HRIS systems, and Microsoft Office Suite.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Strong organizational, communication, and problem-solving skills.
  • High level of professionalism, discretion, and confidentiality.
