OverviewQBE, LLC is seeking a C2 Interoperability SME Embedded Technical Advisor (ETA) to work onsite in Sofia, Bulgaria.
The U.S. Army Program Executive Office (PEO) Command, Control and Communications – Tactical (C3T), Project Manager Tactical Networks (PM TN), Product Lead Allied Information Technology (PdL AIT) supports the U.S. Army’s Security Cooperation mission by developing, delivering and sustaining effective, enduring, and timely customized security cooperation (SC) projects supporting the Warfighter’s Partner Nation (PN) Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) capacity building requirements and interoperability.
The C2 Interoperability Subject Matter Expert (SME) is a resident technical advisor supporting Bulgaria’s efforts to assess and modernize C2 capabilities across its military Components and Commands. Working with Bulgarian stakeholders, the U.S. Program Office, and the C4
ISR Ministry of Defense Advisor, the SME will map the current architecture, identify gaps, evaluate alternatives, and recommend practical solutions from the strategic through tactical levels. The SME need not know every C2 platform but must be able to research technologies quickly and provide objective technical support for investment and procurement decisions.
- Engage Bulgarian Components and Commands to document missions, workflows, C2 capabilities, information exchanges, dependencies, and constraints.
- Develop current-state and target-state C2 architectures; identify capability, integration, interoperability, and sustainment gaps; and recommend priorities and mitigation actions.
- Assess existing and proposed C2 systems for alignment with Bulgarian requirements and applicable U.S. and NATO mission-partner environments.
- Research C2 technologies and objectively evaluate interoperability, cybersecurity, integration, training, sustainment, cost, and operational suitability.
- Translate operational needs into technical and interface requirements, acceptance criteria, analyses of alternatives, roadmaps, decision briefs, and implementation recommendations.
- Support Letters of Request, requirements packages, acquisition planning, and related documentation for capabilities pursued through U.S. Security Cooperation channels or Bulgarian national funding.
- Coordinate vendor demonstrations and technical exchanges; develop evaluation criteria, facilitate stakeholder reviews, and document results in a vendor-neutral manner.
- Lead or support architecture reviews, working groups, requirements sessions, and decision meetings with authorized Bulgarian, U.S., NATO, and industry stakeholders.
- Prepare technical documentation, briefings, action trackers, and required reports while complying with applicable security cooperation, disclosure, export-control, host-nation, and contracting requirements.

Requirements:Required Experience / Qualifications (Must Have)
- Bachelor’s degree in systems engineering, computer science, information systems, engineering, military studies, or a related field; relevant military and technical experience may be considered in lieu of a degree.
- At least five years of relevant experience supporting C2, C4
ISR, mission-command, tactical communications, systems integration, military operations, or defense capability development. - Demonstrated ability to analyze complex C2 environments, document architectures and information flows, identify capability gaps, and translate operational needs into actionable technical requirements.
- Working knowledge of C2 interoperability across strategic, operational, and tactical echelons, including the relationships among networks, data, applications, interfaces, users, and mission processes.
