The Directorate of Human and Robotic Exploration Programmes (D/HRE) is a programme directorate within the ESA matrix structure. Through a partnership between humans and robots, D/HRE is dedicated to exploring destinations in space where humans are already living and working — or will live and work in the future — for the purpose of scientific research, economic development, international cooperation and public inspiration.
Within the European and International Stakeholder Relations Team, the Forecast and Implementation Tracking (FIT) Team is responsible for maintaining the E3P Participating States forecast of industrial potential for E3P, as reflected in the country business cases developed for each programme period. It also monitors the implementation of these business cases with the E3P Participating States through the Work and Procurement Plans, with special attention to industrial and geographical return.
Reporting to the Forecast and Implementation Tracking Team Leader, the Terrae Novae Industrial Planning and Implementation Officer will support the Directorate in the monitoring, forecasting and implementation of industrial and geographical return objectives for E3P activities.
DutiesThe Terrae Novae Industrial Planning and Implementation Officer's responsibilities include:
- monitoring, reporting and analysis of geographical return:
- Consolidating, validating and maintaining actual and forecast geographical return data for all HRE projects in close collaboration with project controllers, project managers and any other relevant stakeholders;
- Preparing the Quarterly Geographical Return Report for inclusion in the Directorate Progress Report to PB‑HME and the Yearly Geographical Return Report for PB‑HME;
- Providing Member State‑specific georeturn assessments in support of bilateral meetings;
- Producing targeted georeturn simulations on request;
- Coordinating evolution efforts relating to the georeturn data collection process and automation initiatives;
- Supporting the development of analytical tools and monitoring mechanisms within the FIT Team;
- Providing georeturn inputs during the preparation of procurement actions as required throughout their lifecycle and, possibly, participating in tender evaluations.
- business case development and maintenance:
- Contributing to the preparation and ongoing maintenance of the E3P Business Case, integrating information stemming from the E3P geographical return forecast;
- Ensuring the Business Case remains an integral reference within the georeturn forecast exercise;
- Identifying opportunities and constraints based on georeturn performance, Member State priorities and industrial capabilities;
- Identifying risks to achieving industrial and geographical return objectives and proposing corrective measures.
- industrial policy interfaces:
- Acting as a point of contact for the relevant corporate services for georeturn implementation rules, data handling and tool usage;
- Supporting interactions with the Industrial Policy and Auditing Department, including participation in industrial policy task forces and industrial policy monitoring meetings;
- Representing the FIT Team when required during bilateral meetings or other relevant occasions.
- Coordination with CFO:
- The programme-planning and implementation-tracking activities are carried out in close coordination with CFO-HH, and in the broader sense with CFO-H;
- All activities concerning geo-return methodologies, reporting, rules, data, tools and industrial-policy interfaces are carried out in coordination with CFO-IG.
- Knowledge of the European and international space sector (institutional, commercial and/or industrial)
- Knowledge of the ESA institutional framework and policies, specifically in the area of industrial policy and geographical return
