Duties The primary purpose of this position is to:
Serve as a Subject Matter Expert (SME), Foreign Disclosure Officer (FDO), and primary executor for the Secretary of the Air Force International Affairs (SAF/IA) Foreign Military Sales (FMS) Tactics Manuals program. These manuals are an integral part of coalition efforts among the USAF and Allies, to include joint operations, exercises, and support of multibillion-dollar weapon systems sales. The manuals enable customers to effectively employ their aircraft and associated munitions and equipment.
The FMS Tactics Manuals section has total responsibility for these international agreements, from FMS case development, to execution and product release. The section must ensure that all data released is authorized under International Traffic in Arms Regulations (ITAR) and National Disclosure Policy (NDP-1) and other various international partnership agreements. Duties :
* Apply comprehensive subject matter expert (SME) knowledge on technical and operational employment aspects of USAF aircraft, associated aircraft systems, weapons, and TTPs to analyze and evaluate complex long-range tasks, goals and objectives in order to identify and propose solutions to conflicts across multiple competing equities.
* Plan, develop, implement and execute foreign disclosure procedures and provide direction and guidance on the Foreign Tactics Manual Program.
* Plan, organize, and direct the activities of SAF/IA Tactics Manual Program, ensuring the 561 JTS/FMS complies with legal and regulatory requirements and meets customer needs.
* Maintains a continuous liaison with ACC, SAF/IA, program offices, and national level IC agencies to ensure timely execution of the FMS tactics manual program. Requirements Conditions of employment

* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
* Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
* Incumbent must be comfortable in dealing with high-ranking foreign representatives and able to utilize tact and diplomacy on all occasions.
* Rated military aviator experience (e.g., pilot, navigator, combat systems officer) with experience in foreign military exercises and/or USAF Weapons School is desired.
* Experience with USAF aircraft, aircraft systems, weapons, and TTPs is required.
* A Bachelor's Degree in International Politics, International Affairs, or Education is desired.
* Employee must meet the mandatory standards of experience and training, and the desired standards of education for an International Affairs level II certification within four years accepting position.
* Employees must maintain current Foreign Disclosure Officer certification.
* Employee must be willing to travel and when traveling must be willing to travel by military or commercial air; and as required by the position, employee must obtain and maintain a current passport.
* The employee does not have NDP-1 authority.
* The employee is required to obtain and maintain a Top Secret security clearance.
* This is a drug testing designated position. The incumbent is subject to random testing for drug use IAW AFI 90-508, Attachment 2, Category II, Type 5:
All positions requiring routine access to truly sensitive national security (cont.)
* information that has the potential to damage national interests if compromised will be identified as TDP. Qualifications In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Series, 0130. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
